SUBJECT: NOTICE OF VIOLATION - PRAIRIE ISLAND NUCLEAR GENERATING PLANT; CLOSURE OF NRC INVESTIGATION 3-2013-017; NRC REPORT NO. 05000282/2013407; 05000306/2013407 On May 2, 2013, the U.S. Nuclear Regulatory Commission's Office of Investigations (OI),
Region III Field Office, initiated an investigation into an event that was reported to the NRC by Prairie Island Nuclear Generating Plant personnel in their official capacit The investigation was completed on October 4, 2013, and was documented in OI Report No. 3-2013-01 Based on the information developed during the investigation, the NRC has determined that a violation of NRC requirements occurre The violation is cited in the Notice of Violation (Notice)
in Enclosure 1 (Non-Public) and the basis for our conclusion is described in Enclosure 2
(Non-Public).
Because the NRC determined that the actions were willful on the part of one of your employees, the NRC evaluated whether the criteria for issuing a non-cited violation in Section 2.3.2.a.4 of the NRC Enforcement Policy were me The NRC's review of the investigation results determined that a cited Notice was the appropriate action to take for the reasons discussed in Enclosure 2 and as stated during the telephonic exit meeting on January 28, 2014.
