Theproposedrequirements wouldmeetorexceedtheintentoftherequirement.

Theadvantages oftheproposedchangearethattheOperations Managerwillhavemoretimetodevotetomanagingtheoperating organization duetoareducedtrainingcommitment.

Inadditions thebaseofpersonnel whocouldfilltheOperations Managerpositionwillbebroadened toincludenotonlythosecurrently holdingalicensebutalsothosewhohaveheldalicense.Theproposedchangeisacceptable sinceitwillretainthenecessary management knowledge andcontrolswhileimproving theabilityoftheOperations Managertomanagetheoperating organization.

Inaccordance with10CFR50.91<theproposedchangetotheTechnical Specifications hasbeenevaluated againstthreecriteriatodetermine iftheoperation ofthefacilityinaccordance withtheproposedamendment would:1.involveasignificant increaseintheprobability orconsequences ofanaccidentpreviously evaluated; or2.3.createthepossibility ofanewordifferent kindofaccidentfrom'anyaccident previously" evaluated;,or~~

involveasig'nificant reduction in"a'margino'fsafety.Theproposedchangewillnothaveanadverseimpactasjudgedagainstthesecriteria.

TheproposedTechnical Specification changeconformstotheintentofregulatory guidanceandmeetstheCommission's example(vi)ofamendments thatdonotinvolveasignificant hazardsconsideration becausetheresultsofthechangearewithinallacceptable criteriaestablished byregulatory guidance.

Theproposedamendment doesnotinvolveanyirreversible consequences.

Therefore<

thereisnounduerisktopublichealthandsafetyandafindingofnosignificant hazardsiswarranted fortheproposedTechnical Specification change.
