Stationbatteries maydeteriorate withtime,butprecipitous failureisextremely unlikely.

Thesurveillance specified isthatwhichhasbeendemonstrated overtheyearstoprovide.anindication ofacellbecomingunserviceable longbeforeitfails,andtoensure.thatthebatterycapacityisacceptable.

Theequalizing charge,asrecommended bythemanufacturer, isvitaltomaintaining theampere-hour capability ofthebattery.Asacheckupontheeffectiveness oftheequalizing charge,thebatteryshouldbeloadedratherheavilyandthevoltagemonitored asafunctionoftime.Tfacellhasdeteriorated orifaconnection isloose,thevoltageunderloadwilldropexcessively indicating replacement ormaintenance.

Theminimumpermissible "on-sitefuelinventory, 10,'000gallons,(5,000gallonsforeachgenerator),

withdeviations toaddressspecificdesignfeaturesattheGinnaStation.Specification 3.7.1.1wasmodifiedtoaddtherequirement foronebatterybackedsafetyrelatedinstrument bustobeoperableduringcoldshutdownandrefueling.

Thephrase"whenincoldshutdownorrefueling" wasaddedtothisSpecification sincepreviously noapplicable modeswereexplicitly specified.

Thisspecification ensurestheavailability ofonechannelofcontinuous indication whileallowingformaintenance and'surveillance testingononesafetyrelatedbattery.Section3.7.2.1.a wasmodifiedtoaddrequirements forsafetyrelatedinstrument busoperability abovecoldshutdown.

TheSpecification requiresoperability ofbothbatterybackedinstru-mentbusesandtheemergency dieselgenerator backedinstrument bus.AlthoughStandardTechnical Specifications onlyprovideoperability requirements forbatterybackedbuses(i.e.vitalbuses),thedieselbackedbusatGinnaprovidespowerforinstru-mentation usedfortheReactorProtection System'(RPS),

Engineered SafetyFeaturesActuation System(ESFAS),andforpostaccidentmonitoring functions.

Therefore operability requirements arespecified forthisbus.Previoustechnical specifications identified nooperability requirements forinstrument busesabovecoldshutdown.

Thisspecification requiresallthreebusestobeoperable, andistherefore cons'idered conservative.

Section3.7.2.2.d waschangedtorequireplantshutdowntothecoldshutdownmodeifnooffsitesourcesareavailable.

Thisisconsidered aconservative changesincepreviously thespecification onlyrequiredachieving aReactorCoolantSystemtemperature below350'F.Thechangewasmadeduetoanapparentinconsistency withSpecification 3.7.2.1.a.1 whichrequiredoneoffsitesourcetobeoperableabovecoldshutdown.

Theactionsspecified.

StandardTechnical Specifications donotaddresstheavail-abilityofmultiplebackupsupplies.

Assuch,thisproposedspecification deviatesfromtheStandardTechnical Specifica-tioninthatadditional timeisallowedtorestorethebustoitsnormalsupplyifthebusisre-energized fromitssafetyrelatedbackupsupply.Wheneitherinstrument busAorCissuppliedfromitssafetyrelatedbackupsupplytheplantisonlysusceptible toasinglefailurecausinglossofthecontainment sprayautomatic actuation signal.Giventhelowprobability oftherequirement ofthisfunction(largebreakLOCAormainsteamline breakincontainment),

andtheavailability ofmanualinitiation, theallowedtimeisconsidered appropriate.

Theactionsspecified inSection3.7.2.2.g providerequire-mentswhentheemergency dieselgenerator backedinstrument bus(B)tobeoutofservice.Thespecification requiresthebustobere-energized within2hoursandre-energized fromitssafetyrelatedconstantvoltagetransformer within7days.TheStandardTechnical Specifications containnoactionrequirements fordieselbackedinstrument busesoutofservice.Instrument busBhasonlyonealternate supply,amaintenance supplyfromanon-safety related480Vbusviaaconstantvoltagetransformer.

Againtheonlysafetyrelatedfunctionsusceptible toasinglefailureisthecontainment sprayautomatic actuation signal.Thetimeallowedtorestorethebustoitsnormalsupplyischosenbased.onthelowprobability thatthisfunctionisrequired, thetimerequired.

ActionStatement 11ofTechnical Specification Section3.5wasalsochangedtoallow2hourstoplaceaninoperable Containment Sprayautomatic initiation channelintrip.Thischangeprovidesconsistency withSpecifications 3.7.2.2.f andg.Aninoperable instrument buscausesaninoperable automatic Containment Sprayinitiation channelsincethisfunctionisenergizetoactuate.Noeasilyachievable means'xiststoplacetheinoperable channelintripifinstrument powerisunavailable.

Thisallowedtime(2hours,consistent withNUREG-0452) isacceptable duetothelowprobability ofrequiring theautomatic initiation function(LBLOCAorMSLBincontainment),

andthecontinued availability ofthemanualinitiation function.

Thebasisforsection3.7wasmodifiedtoreflecttheseadditional specifications.

Inadditionachangewasmadetothebasisforonsitedieselfueloilrequirements.

Thischangeisaclarification resulting fromtheElectrical 0~Distribution SystemFunctional Inspection (EDSFI)conducted atGinnain1991.Researchofthedesignbasisfortheminimumonsitefueloilstoragerequirements revealedthatstoragecapability wasspecified toallowoperation ofbothemergency dieselgenerators atdesignratingsfor24hours.Inresponsetoquestions duringtheinitiallicensing oftheplant,thisrequirement wastranslated intohoursthattheemergency dieselgenerators wouldbeabletosupportEn-gineeredSafetyFeaturesloadsforalargebreakLOCA,andhoursthatthedieselswouldbeabletosupporthotstandbyoperation.

Thehotstandbycomparison isnotconsidered asafetyrelatedrequirement andhastherefore beendeletedasabasisforthespecification.

Theoriginal24hourre-quirement hasbeenadded,and.thesafetyrelated40hourrequirement retained.

Section4.6.4wasaddedtotheTechnical Specifications toprovidesurveillance requirements forthesafetyrelatedinstrument buses.Theserequirements ensureproperalignment andfunctionality ofthebuses.Themethodology andfrequen-cyisconsistent withStandard.

Technical Specification surveillance requirements forvitalinstrument buses.ThebasisforSection4.6wasalsomodifiedtoprovidethebasisforthisnewrequirement, andtoclarifytheminimumonsitedieselfueloilrequirement asdescribed.
