4.0. 1Surveillance

Italsoprovidesflexibility toaccommodate thelengthofafuelcycleforsurveillances thatareperformed ateachrefueling outageandarespecified withan18-monthsurveillance interval.
Itisnotintendedthatthisprovision beusedrepeatedly asaconvenience toextendsurveillance intervals beyondthatspecified forsurveillances thatarenotperformed duringrefueling outages.Thelimitation ofSpecification
4.0. 2isbasedonengineering
judgmentandtherecognition thatthemostprobableresultofanyparticular surveillance beingperformed istheverification ofconformance withtheSurveillance Requirements.
Thisprovision issufficient toensurethatthereliability ensuredthroughsurveillance activities isnotsignificantly degradedbeyondthatobtainedfromthespecified surveillance interval.
\4.0.3Theprovisions ofthisspecification setforththecriteriafordetermination ofcompliance withtheOPERABILITY requirements oftheLimitingConditions forOperation.
Underthiscriteria, equipment, systemsorcomponents areassumedtobeOPERABLEiftheassociated surveillance activities havebeensatisfactorily performed withinthespecified timeinterval.
Nothinginthisprovision istobeconstrued asdefiningequipment, systemsorcomponents
- OPERABLE, whensuchitemsarefoundorknowntobeinoperable althoughstillmeetingtheSurveillance Requirements.
ACTIONrequirements areapplicable whenSurveillance Requirements havenotbeencompleted withintheallowedsurveillance interval.
ThetimelimitsoftheACTIONrequirements applyfromthepointintimeitisidentified thatasurveillance hasnotbeenperformed andnotfromthetimethattheallowedsurveillance intervalwasexceeded.
Completion oftheSurvei.llance Requirement withintheallowable outagetimelimitsoftheACTIONrequirements restorescompliance withtherequirements ofSpecification 4.0.3.However,thisdoesnotnegatethefactthatthefailuretohaveperformed thesurveillance withintheallowedsurveillance
- interval, definedbytheprovisions ofSpecification 4.0.2,isaviolation oftheOPERABILITY requirement ofaLimitingCondition forOperation thatissubjecttoenforcement action.Further,thefailuretoperformasurveillance withintheprovisions ofSpecification
