Our letter AEP:NRC:1036C, dated February 25, 1991, proposed to modify Technical Specification (T/S) 4.0.3 such that the action requirements of the T/Ss may be delayed for up to 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> to permit the completion of a missed surveillance when the allowable outage time limits of the action requirements are less than 24.

hours. The application of a 24-hour grace period was based on the guidance provided by the NRC in Generic Letter 87-09.

As a result of your staff's review of our submittal, we were requested to modify our proposed T/S so that our proposed wording is more consistent with the suggested changes provided in the generic letter. Specifically, we were requested to relocate explanatory language from the T/S to the Bases section.

The attachment to this letter contains the proposed revised T/S and Bases pages that incorporate the changes suggested by your staff.

Since the changes from our original submittal are administrative in nature, it is our belief that publication of the changes in the Federal Register is not required.
