I.INTRODUCTIONANDSUMMARYAperiodicType"A"IntegratedLeakageRateTest(ILRT)wassuccessfullyconductedontheprimarycontainmentstructureoftheFloridaPower&LightCompanySt.LuciePlantUnitNo.1PressurizedWaterReactor.ThistestwasperformedatfullpressureinaccordancewiththefacilityTechnicalSpecifications.ThisILRTtestwasperformedusingthe"AbsoluteMethod"oftestinginaccordancewiththeCodeofFederalRegulations,Title10,Part50,AppendixJ,"PrimaryReactorContainmentLeakageTestingforWater-CooledPowerReactors,"inaccordancewithANSIN45.4-1972,AmericanNationalStandard,"LeakageRateTestingofContainmentStructuresforNuclearReactors,"andthemethodologyandcalculationalrequirementsofTopicalReportBN-T(P-l,Revision1,"TestingCriteriaforIntegratedLeakageRateTestingofPrimaryContainmentStructuresforNuclearPowerPlants."TheILRTwasperformedatapressureinexcessofthecalculatedpeakcontainmentinternalpressurerelatedtothedesignbasisaccidentasspecifiedintheFinalSafetyAnalysisReport(FSAR)andtheTechnicalSpecifications.ThisreportdescribesandpresentstheresultsofthisperiodicType"A"leakageratetesting,includingthesupplementaltestmethodutilizedforverification.Inaddition,FloridaPowerhLightCompanyperformsTypes"B"and"C"testinginaccordancewiththerequirementsof10CFR50,AppendixJ,andtheTechnicalSpecifications.Theresultsoftypes"8"and"C"testingperformedsincethelastILRTareprovidedinthisreport.Theresultingreported"as-found'ype"A"containmentleakageat40.7psigis0335percentofthecontainedmassperday.Thisvalueincludesthedifferencebetweentheas-foundandas-leftminimumpathwayTypes"B"and"C"localleakagemeasurementsasrequiredbytheNRCIhEInformationNotice85-71.Thresultingreported"as-left"Type"A"containmntleakageat40.7psigis0.130percentofthecontainedmassperday.Theacceptancecriteria forthistest,ascontainedinthefacilityTechnicalSpecificationsisthatleakagecannotexceed0.375percentofthecontainedairmassperdayforeitherthe"as-found"or"as-left"case.
II.TESTDISCUSSIONA.DescriptionoftheContainmentThecontairrnentvesselccmpletelyenclosestheentirereactorandreactorcoolantsystemtoensurenoleakageofradioactivematerialstotheenvironmentinthemlikelyeventofahossofcoolantaccident.Thecontainmentsystemdesignincorporatesafree-standingcontainmentvesselsurroundedbyalow-leakageconcreteshieldbuilding.Afour-footannularspaceisprovidedbetweentheouterwallofthecontainmentvesselandtheironerwalloftheshieldbuildingtoallowfiltrationofcontainmentvesselleakageduringaccidentconditionstominimizeoff-sitedoses.Thefree-standingcontainmentvesselisatwo-inchthickrightcircularcylinderwithaone-inchthickhemisphericaldomeandtwo-inchthickellipsoidalbottom.Theoverallvesseldimensionsare140-footdiameterby232-foothigh.Thevesselwallthicknessisincreasedtoaminimunoffourinchesadjcenttoallpenetrationsandopenings.ThevesselisfabricatedofASME-SA516Grade70fullykilledpressurevesselqualitysteelplate.Thenetfreevolumeofthecontainmentvesselis2.5x10cubicfeet.Thecontaimentvesselstructureincludesonepersonnelairlock,oneemergencyescapelock,onefueltransfertube,oneequipmentmaintenancehatchandoneseal-weldedconstructionhatch.Allprocesspipingandelectricalpenetrationsareweldeddirectlytothecontainmentvesselnozzleswiththeexceptionofthemainsteam,mainfeedwater,andfueltransfertubepenetrations.Thesepenetrationsareprovidedwithtestablemultipleplyexpansionbellowstoallowforthermalgrowthorbuildingdifferentialmotion.ThecontainmentvesselisdsignedandconstructedinaccordancewiththerequirementsforClassMCvesselscontainedinSectionIIIoftheASMECode(1971Edition).Thecontainmentvesseliscodestampedforadsigninternal contairmentpressureof44psigatatemperatureof264F.Thecontainmentvesselandallpenetrationsaredesignedtolimitleakagetolessthan0.5percentbyweightofthecontainedairperdayattheabovedesignconditions.ThecalculatedpeakaccidentpressureforthedesignbasisaccidentfortheSt.LuciePlantUnitNo.lis39.6psig.B.DescriptionofILRTInstrumentationThecontainmentsystemwasequippedwithinstruoentationtopermitleakageratedeterminationbythe"absolutemethod."Utilitizingthismethod,theactualmassofdryairwithinthecontainmentiscalculated.Theleakageratebecomesthetimerateofchangeofthisvalue.Themassofair(Q)iscalculatedaccordingtothePerfectGasLawasfollows:Q=(P-Pv)Vwhere:P-ContainmentTotalAbsolutePressurePv-ContainmentWaterVaporPressure(Average)V-ContainmentNetFreeVolumeR-GasConstantT-ContainmentAbsoluteTemperature(Average)Theprimarymeasurementvariablesrequiredarecontainoentabsolutepressure,containmentrelativehunidity,andcontainmenttemperatureasafunctionoftime.Duringthesupplementaryverificationtest,containmentbleed-offflowisalsorecorded.Averagecontainmentabsolutetemperatureisdetermined'ymeasuringdiscreetlocaltemperaturesthroughoutthecontainmentandapplyingamassandvolumeweightedaveragingtechnique.Thevolunefractionforeachsensorisdeterminedbased~onsolidgeometricalcalculations:

1.TemperatureInstrumentationFortyprecisionResistanceTemperatureDetectors(RTDs)werelocatedthroughoutthecontainmenttoallowmeasurementoftheweightedaverageairtemperature.ThelocationofthetemperaturedetectorsinthecontainmentisdepictedinFigure1.EachRTDsensorwassuppliedwithacalibratedresistanceversustemperaturecurveaccurateto+0.5F.ThesensitivityandrepeatabilityofeachRTDsensorislessthan'+0.01r.ThesignalconditioningcircuitandreadoutfortheRTDsensorswasaFluke2280Bdataloggeroperatinginaconstantcurrentmode.TheoperatingparametersfortheRTDconstantcurrentcardareaccuracyof+0.16Fand0resolutionof+0.01F.0EachRTDwasin-situcalibrationcheckedafterinstallationtoverifycorrectoperation.ThedataloggeroperatingasatotalloopwithanRTDinthecircuithadarepeatabilityof+0.02Fandaresolutionof+0.01F.0~02.HumidityInstrumentationNineResistanceHumidityDetectors(RHDs)werelocatedthroughoutthecontainmenttoallowmeasurementoftheweightedaveragecontainmentvaporpressure.AnadditionalRHDwasinstalledinthecontainmentasaspare,incaseoneoftheoriginalnineRHDsfailed.ThelocationoftheRHDsinthecontainmentisdepictedinFigure2.ThecalibratedaccuracyoftheRHDsis+2.5percentRH,therepeatabilityoftheRHOsis+0.25percentRH,andthesensitivityoftheRHDsis+O.lpercentRH.ThereadoutdeviceusedfortheRHDswasaFluke22803datalogger.Therepeatabilityofthisdeviceis+0.01percentRHwhiletheresolutionofthedeviceis+0.01percentRH.EachRHDwasin-situcalibrationcheckedafterinstallationtoverifycorrectoperation.
3.PressureInstrumentationTwoprecisionquartzbourdontubemanometerswereusedtodeterminecontainmentabsolutepressure.ThearrangementoftubingconnectionsbetweenthemanometersandthecontaireentisshowninFigure3.Eithermanometercouldbeusedastheprimarypressuresensorforleakageratecalculationswiththeremainingsensorbeingconsideredasabackup.Thecalibratedaccuracyofthemanometersif+0.015percentofreading.Thesensitivity,repeatability,andresolutionofthemanometersis+0.0015psi.BinaryCodedOecimal(BM)outputfrombothmanometerswas.connectedtotheFluke2280Bdatalogger.4.FlowInstrumentationAvariableareafloat-typerotameterwasusedtosuperimposeleakageduringthesupplementaryCLRT.ThepipingconnectionbetweentherotameterandthecontainmentisshowninFigure3.Theaccuracy,repeatability,andsensitivityfortherotameterinunitsofSCFMandconvertedtoequivalentleakagevaluesisgivenbelow:SCFMPeakPressureRotameterAccuracy+0.20Repeatability+0.05Sensitivity+0.055.InstrumentSelectionGuide(ISG)CalculationEquivalentLeakage+0.0031I/day+0.0008I/day+0.0008I/dayTheInstrumentSelectionGuideisamethodofcompilingtheinstrumentationsensitivityandresolutionforeachprocessmeasurementvariableusedduringtheILRTandevaluatingthetotalinstrunentationsystems'bilitytodetectleakageratesinthrangerequired.TheISGformulaisdescribedinAmericanNationalStandardANSI/ANS56.8-1981.AlthoughtheISGisaveryconservativemeasureofsensitivity,thegeneralindustrypracticeasforthistesthasbeentorequiresensitivityatleastfourtimesbetterthanthecontainmentallowableleakageorISG~0.25La.
ThecalculatedISGfortheinstrumentationusedforthistestwas0.041percentperday,foran8.25-hourtest.Theallowablevaluforthistestis0.25laor0.125percentperday,foran8.25-hourtest.TheISGcalculationmetallrecommendedcriteriaanddemonstratedtheabilityoftheILRTinstrumentationsystemtomeasurecontainmentleakagewithasensitivityexceedingthatrequiredbytheappropriateindustrystandards.C.ContainmentPressurizationEquipmentTheequipmentusedtopressurizethecontainmentisshowninFigure4.Thetenoil-freeindustrialdiesel-drivenaircompressorshadatotalnominalcapacityof11,000ACFM.Thecompressedairwasthenroutedtowater-cooledaftercoolers,moistureseparators,andrefrigerantairdryers.Thisequipmentassuredthatcleananddryairwasusedtopressurizethecontainment.D.DescriptionoftheComputerProgramTheEbascoILRTccmputerprogramisaninteractiveprogramwrittenspecificallyforfast,easyutilizationduringallphasesoftheILRTandCLRT.Theprogramiswritteninahigh-level,ccmpiled,structuredlanguageandisoperatedonaportableCP/M-basedmicrocomputer.TheprogramhasbeenverifiedandmeetsallrequirementsoftheEbascoQualityAssuranceProgram.Asnecessary,dataentryandmodificationsarereadilyaccomplishedbythedataacquisitionteam.Inadditiontoextensivedataverificationroutines,theprogramcalculates,ondemand,totaltimandmasspointleakratesaswellasthe95percentUpperConfidenceLevelfortheseleakageratecalculations.CalculationsandmethodologyoftheprogramarederivedfromAmericanNationalStandardANSIN45.4-1972andTopicalReportBN-TCP-1,Revision1.Containmentairmassisdeterminedfrommass-weightedsensorreadingsasdescribedinEFRIreportNP-2726,November1982.
Inputdatamaybedletedforagiveninstrumentinthecaseofasensormalfunction.Thisdeletionofagiveninstrumentisperformedonallsamplesinthedatabase.Weightingfactors,ifapplicable,arethenrecalculatedfortheremaininginstrumentsensorsofthattype.Dataevaluationsareenhancedbytheflexibledisplayofeithersensorvariablesorvariouscomputedvaluesintabularorgraphicalformonthecomputerscreenorprinter.Dataisrecordedonmagneticmediatopreventlossduringthtesting.Alldataisstoredonthecomputersysteminuse,withretrievalcapabilitytoanydesireddatabasethroughoutthetesting.Ancillaryportionsoftheprogramassisttheuserindetectionoftemperaturestabilization,determiningtheILRTterminationcriteria,performingISGcalculations,performingin-situinstrumntloopperformancecalculationsanddetectingacceptablesuperimposedCLRTleakageverification.Temperature,pressure,andhumiditydataaretransmittedfromtheILRTinstrumentationsystemtotheccmputerviaanRS-232linkat15-minuteintervals.Computerverificationandcheckingroutinessupplemntdataverificationbythedataacquisitionteam.Modificationsarepromptlymadewhenerrorsaredetected.Priortoissuanceofthisreport,furtherextensivedataverificationwasperformed.
E.DescriptionoftheTestingSequenceDuringthecurrentrefuelingoutage,maintenancemodificationstothecontainmentelectricalpenetrationsweremade.ElectricalpenetrationsC-8,D-l,0-2,0-3,and0-9werereplaced.Inaddition,asparepenetrationatlocationC-9wasconvertedtoanoperableelectricalpenetration.LocalleakagerateType"B"testswereperformedcntheseelectricalpenetrations,bothpriortoandfollowingthereplacement.AllILRTinstrunentationwasdeclaredoperablewithperformancewithinmanufacturer'tolerances.PressuresensorNo.2wasselectedtobetheprimarypressureinstrunent,asithadexhibitedbetterrepeatabilityandstabilityduringthein-situtesting.TwopenetrationswererequiredtobeinserviceduringtheILRTandwerenotlineduptosimulateaccidentconditions,P-523(ILRTPressureSensingLine)andP-52E(ILRTControlledBleedoffLine).ThesetwoIlRTpenetrationsareusedtoconductthetestandcannotbepositionedinthepost-accidentlinup.Theminimumpathwayleakageforthosepenetrations,determinedduringType"C"localtesting,isaddedtothemeasuredILRTleakagetoaccountforthesepenetrationsbeinginserviceduringthetest(refertoAppendixA).AsaresultoftheType"B"and"C"localleakageratetestingandrepairsperformedduringtherefuelingoutage,additionstothe"as-found"Type"A"ILRTresultswerenecessarydutoNRCInformationNotice85-71.Theseadditionswereforthereductioninminimunpathwayleakageduetorepairs.TheseleakagereductionshavebeencorrectedforuncertaintiespriortobeingaddedtothemeasuredILRTvalues(refertoAppendixA).PreparationstopressurizethecontainmentfortheconductoftheILRTincludedinternalandexternalinspectionsofthecontainmentstructure;installationandcheckoutoftheILRTinstrumentation;Types"B"and"C"LocalLeakageRateTests;alignmentofvalvesandbreakersfortestconditions;andtheinstallationandcheckoutofthetemporarypressurizationfacilities.ThesepreparationswerecompletedearlyonMarch20,1987.
Pressurizationofthecontainmentstructurestartedat2120hoursonMarch20,1987,atanaveragepressurizationrateof3.4psi/hr.Soonafterthestart'fpressurization,twotemperaturesensorswerebeginningtoexhibitanomolousbehavior.TE-40(Elevation194')displayederraticreadingsonthedataloggerrangingfromanopenconnection(highresistance)to-453F.ThediagnosedfaultwithTE-40waslooseconnections0atsomepointinthecontainment.TemperaturesensorTE-40wasdeletedfromallcomputercalculations,andtheremainingtemperaturesensorsatthatelevationreceivedadjustedvolumefractions.TheISGcalculationspresentedinSectionII.B.5wereperformedtoaccommodatethedeletionofTE-40.TheISGvalueremainedat0.041percentperday,wellbelowthelimitof0.125percentperdayforan8.25hourILRT.TemperaturesensorTE-36(Elevation171'wasnotedtobereading0approximately7Fbelowtheothertemperaturesensorsatthatelevation,butexhibitedstablebehaviorandwasfollowingthetrendoftheothertemperaturesensorsatthatelevation.ThedecisionwasmadenottoofficiallydeletetemperaturesensorTE-36atthistime,buttomonitoritsbehaviorduringthebalanceoftesting.Duringfinalstagesofpressurization,leakagesurveyteamsfoundevidenceofsmallleaksattheleakagechasesforthefollowingpenetrations:P-9InstrunentAirP-14NitrogenSu)plyP-26CVCSLetdownAllleakagefromthesepathswasestimatedtobelessthan5percentoftheILRTacceptancecriteria,andnorepairsoradjustmentsweremadetothesepenetrations.
Pressurizationwassecuredat0957hoursonMarch21,1987,atafinalpressureof56.3psia(41.6psig).Thispressureis2psiabovetheminimumtestpressuretoaccountfortheexpectedpressuredecreaseduetotemperaturestabilizationandtoallowforsomeleakagemarginduringthetestsequence.Dataacquisitionandanalysisforthetemperaturestabilizationphasewasbegunat1000hoursonMarch21,1987.PlotsofContainmentTemperatureandPressureversusTimedemonstratedsmoothandexpectedbehavior.Thecontainmentstabilizationphasewasdeclaredacceptableat1400hoursonMarch21,1987,afterfourhoursofdataacquisition.AllstabilizationcriteriacontainedinTopicalReportBN-TOP-1weremet,andintegratedleakageratemeasurementswereinitiatedat1400hoursonMarch21,1987.At1645hours,afterrecordingtwo-and-three-quarterhoursofleakageratedata,itwasdeterminedthattheleakagewastrendingabovethe"as-found"ILRTacceptancecriteriaata95percentUpperConfidenceLevel.Thismeasuredleakagewasbelowtheacceptancecriteriaforan"as-left"ILRT,however.Leakagesurveyteamsweredispatchedtoidentifyandquantifythecontainmentleaks.Thesurveytamsidentifiedthethree3eakspreviouslydiscovered,plusthefollowingsmallleaks:P-28BPressurizerSampleP-56HydrogenPurgeMake~TheseleaksweredeterminedtobeofasmallmagnitudeandinconjunctionwiththesmallleakspreviouslynotedonP-9,P-14,andP-26,werenotacauseofconcern.Norepairsoradjustmentsweremadetoanyoftheaboveleakagepaths.At2115hours,theleakagesurveyteamsfoundthatthecontairmentemergencysumpsuctionisolationvalvesMV-07-2Aand2Bwereleakingairintothesafetyinjectionsystem.AsthesevalvesarenotcontainmentleakagepathsinaccordancewiththeFSARandTechnicalSpecifications,adecisionwasmadetomanuallytightenthesevalveswithnopenaltytothe"as-found"ILRTvalues.Thesevalvesweremanuallytightenedshortlyafter2130hoursonMarch21,1987,andtheILRTcalculationsrestartedatthenextdataset(2145hoursonMarch21,1987).
Aftereight-and-one-quarterhoursofILRTdataaccumulation,allTopicalReportBN-TOP-1acceptancecriteriafortheILRTweremetwithstableandpredictabletrends.TheILRTwasofficiallyterminatedat0600hoursonMarch22,1987.At0606hours,asuperimposedflowequivalentto0.318I/daywasinitiatedusingtherotameter.ThisflowwasobservedtobestableduringtherequiredBN-TOP-1ControlledLeakageRateTest(CLRT)stabilizationperiodofapproximatelyonehour.At0700hours,onMarch22,1987,theleakageratemeasurementsfortheCLRTwereinitiated.Stableandacceptableleakageratemeasurementsweremadeforfour-and-one-quarterhours.At1115hours,allTopicalReportBN-TOP-1criteriaweremetfortheCLRTverificationtest,andthetestwasdeclaredacceptable.Depressurizationofthecontainmentstructurewasinitiatedat1120hoursonMarch22,1987,atarateof6psi/hr.At5.5psigacontainmententrywasmadeduringthedepressurizationtoconductthepost-ILRTcontainmentinspec-tion.Theonlydamageobservedincluded11brokenlightbulbsandhydraulicfluidleakingfromtwoHVACdamperactuators.TheILRTtestsequencewasofficiallyterminatedat1945hoursonMarch22,1987,withlessthanthree-quartersofapsiginthecontainment.SubsequenttotheILRT,thecontainmentsumpsuctionvalvesMV-07-2Aand2Bwerereworkedtoadjustthemotortorqueswitches.Properclosureofthevalveswasverifiedbyfunctionaltesting.InspectionofthedatafromtemperaturesensorTE-36(Elevation171'afterdepressurizationdemonstratedtheanomolousreadingof7Fbelowtheothertemperaturesensorsatthatelevationpersistedthroughoutthecourseoftesting.ThedatafromTE-36exhibitedstablebehaviorandwasfollowingthetrendoftheothertemperaturesensorsatthatelevation.Itishypothesized thatahighresistancedevelopedinthecompensatingleadfortheRTO,thuscausingthelowreading.ItwasdecidedtodeleteTE-36fromallcalculationsasitsreadingscouldnotbejustified.AllTemperatureStabilization,ILRT,andCLRTcalculationswerervisedfollowingthdeletionwithnodifferencesinthecalculationsnoted.TheISGcalculationsofSectionII.B.5wereperformedtoaccommodatethedeletionofTE-36.TheISGvalueremainedat0.041percentperday,wellbelowthelimitof0.125percentperdayforan8.25-hourILRT.
III.ANALYSISANDINTERPRETATIONA.InstrumentationSstemPerformanceTwoof40temperaturedetectorsfailedduringtheinitialstagesofpressurizationofthecontainment,asdescribedinSectionII.E.AlloftheremainingtemperaturedetectorsperformedasexpectedwithnoanomolousbehaviordetectedbytheEbascoILRTcomputerprogram"errorcheckingroutines.Thiscomputerprogramalsodeterminesthein-situtemperaturelooprepeatabilitywhichconsistsofprocessmeasurementvariationsaswellassensornoise.Theaveragein-situlooprepeatabilityforthe38operatingtemperaturesensorswas0.009F,withtheworstsensorexhibitinganin-situlooprepeatabilityof0.024F.Thisperformancecompareswellwiththevendor-claimedtemperaturesensorlooprepeatability,excludingprocessvariations,of0.02FasgiveninSectionII.B.1.TenrelativehumiditysensorswereinstalledinthecontainmentfortheIlRT,eventhoughthesignalconditioningcircuitrywouldonlyprocesssignalsforninechannels.Thetenthsensorwasmaintainedasaspareintheeventoneoftheoperatingsensorsfailed.ThenineoperatingchannelsforhumidityoperatedasexpectedwithnoanomolousbehaviordetectedbytheILRTcomputerprogramerrorcheckingroutines.Theaveragein-situlooprepeatabilityfortherelativehumiditysensorswas0.039percentRH,withtheworsesensorexhibitinganin-situlooprepeatabilityof0.092percentRH.Thisperformanceissubstantiallybetterthanthevendor-claimedhumiditysensorlooprepeatability,excludingprocessvariations,of0.25percentRHasgiveninSectionII.B.2.TwopressuresensorswereinstalledfortheILRT,withoneutilizedfortestingandoneconsideredasaspare.Priortocontainmentpressurization,computeranalysisdemonstatedthatpressuresensor2wasmorestableoveraneight-hourperiodthantheothersensor.DuringtheILRT,thein-situpressurelooprepeatabilityforbothsensorswas0.0018psi.Thisperformance compareswellwiththevendor-claimedpressuresensorlooprepeatability,excludingprocessvariations,of0.0015psiasgiveninSectionII.B.3.Thevariablearearotameterperformedasexpectedwithnoevidenceofunstablereadings,floatsticking,ormoistureinthfloattube.Insummary,alloftheILRTtestinstrumentationperformedinanadequatemannertoallowdeterminationofcontainmentleakageratestothesensitivityrequired.B.TemperatureStabilizationPhasePriortopressurizationofthecontairment,theatmospherewasverystablewithanaveragetemperatureof77.38Fandamaximunspreadof0temperaturefromthehighestreadingsensorto,lowestreadingsensorof05.5F.Duringpressurization,theheatofcompressionoftheairoccursmainlyatthetopofthecontainmentwithcolderpressurizationairbeingaddedatthebottom.Attheendofpressurization,theaveragetemperaturewas90.67Fwithamaximunspreadoftemperaturefremthehighestreading0sensortolowestreadingsensorof22.9F.0Theresultsofthefour-hourtemperaturestabilizationphasearepresentedinAppendixB.2.TheacceptancecriteriagiveninTopicalReportBN-TOP-1,Revision1,aredescribedinNote2inthatappendix.Thedatapresentedshowsthatasmoothandpredictabletemperaturestabilizationoccurred.Attheendofstabilization,theaveragetemperaturewas84.34oFwithamaximumspreadoftemperatuefromthehighestreadingsensortothelowestreadingsensorof12.8F.Thisdemonstratesthattheheatsinksof0concreteandsteelinthecontainmentwerequicklyreturningthecontainmntatmospheretoastablecondition.
C.LeakageSurveyPhaseSmallleakswerefoundonfivepenetrationsbyleakagesurveyteamsduringcontainmentpressurizationandtemperaturestabilization,asdescribedinSectionII.E.Theseleakswere,ofsuchasmallmagnitudeastonotimpactacceptanceoftheleakageratetestandwerenotadjustedorrepaired.LeakageratemeasurementsonthecontainmentwerebegunafterthetemperaturestabilizationphaseusingthetotalticeleakageratemethodsofTooicalReportBN-TG'-1,Revisionl.Asanadditionaldiagnostictool,masspointleakageratemeasurements,asdescribedinANSI/ANS56.8-1981,wereconductedinparallel.Themasspointleakagecalculationsarenotsensitivetothestartingpointofthetestandwilldetectchangesincontainmentleakagemorerapidlythanthetotaltimemethod.AspresentedinAppendixA,acontainmentmeasuredleakagerateofnogreaterthan0.170percentperdayatthe95percentupperconfidencelevelwasthemaximumratewhichwouldallowanacceptable"as-found"ILRT.Aftertwo-and-thre-quarterhoursofaccumulatingleakageratedata,boththetotaltimeandmasspointleakageratecalculationsweremeasuringleakageabovethe"as-found'LRTacceptancecriteria.Asugaryoftheseresultsattwo-and-three-quarterhoursis:BN-TOP-1TotalTimeANSI56.8MassPointSimpleLeakageRate0.184I/dayFittedLeakageRate0.206I/dayUpperConfidenceLevel0.243I/day0.184I/day0.199R/day0.228X/dayDuetotheshortmeasurementinterval,theseleakagemeasurementsshouldnotbeconsideredasfinalaccuratemeasurements,butanindicationoftheorderofmagnitudeofleakagepresentinthecontainment.Leakagesurveyteamsweredispatchedinacoordinatedmannertoidentifythesourceofhigh"as-found"ILRTleakage.Itshouldbenotedthatthismeasuredleakagewouldpassan"as-left"ILRTaspresentedinAppendixA.
Leakagemeasurementswerecontinuedastheleakagesurveyteamssearchedforthesourceofexcessive"as-found"leakage.Computeranalysisusingboththetotaltimemethodandmasspointmethoddemonstratedthepresenceofasteadyleakageratethatwouldstabilizeatavaluebtween0.28I/dayto0.31X/day.Leakagecalculationsat2100hoursand2115hoursonMarch21,1987,demonstratedincreasingleakagevaluesandaleakagesurveyteamreportedthatalargeleakonbothcontainmentemergencysumpsuctionlineshadbeenfoundbyventingairfromtheoutboardsideofisolationvalvesMV-07-2Aand2B.Observationsbytheleakagesurveyteamallowedforthepossibilitythatthesetwoemergencysumpsuctionisolationvalveswerenotfullyclosed.Thesetwoisolationvalvesare,notconsideredaspotentialleakagebarriersintheFinalSafetyAnalysisReport(FSAR)Sections6.2.4.2and6.2.4.4,astheywillbewatercoveredinaLossofCoolantAccidentandopenduringtherecirculationphaseofthetransient.AnywaterleakagethroughthesevalvesintheclosedpositionwillbereturnedtothecontainmentbytheSafetyInjectionSystempumps.Nopotentialcontainmentleakageoroff-sitedoseiscredibleduetoseatleakageofthesevalvesintheclosedposition.Thesetwoisolationvalveswerethenmanuallyclosedwithsubsequentcontainmentleakageratessignificantlyreducedasdescribedinthnextsection.D.IntegratedLeakageRatePhaseLeakagemeasurementswerestartedafterisolationofvalvesMV-07-2Aand2Bat2145hoursonMarch21,1987.Stableleakageratesweremeasuredbyboththetotaltimemethodandmasspointmethod.ThetotaltimeBN-TCP-1resultsforeight-and-one-quarterhoursofleakagemeasurementsarepresentedinAppendixB.3.Asummaryofthemeasuredleakagebybothmethodsaftereight-and-one-quarterhoursis:
