I.

INTRODUCTION A periodic Type "A",Integrated Leakage Rate Test was performed on the containment structure of the Florida Power 6 Light Company St.

Lucie Nuclear Power Station - Unit No.l pressurized water reactor in May of 1979 utilizing the "Absolute Method" of testing.

The test was performed at the reduced test pressure (Pt) of 19.8 psig as specified in the Technical Specifications.

The purpose of this test was to verify that the measured leakage rate (Ltm) was less than the maximum allowable operational rate of 0.24%/day by weight at the reduced test pressure (Pt).

This report describes and presents the results of this periodic.

Type "A" Leakage Rate Test including the supplemental method utilized for verification.

II.

SUMMARY

Type B and C tests were previously performed by Florida Power 6

Light Company station personnel with repairs and corrections made where necessary.

At the start of the Type A test, all valves were to be in their normal position for accident conditions.

Exceptions to this valve line-up were noted during this test and are listed in the official copy of the test procedure which is on file at the St. Lucie station.

The first order least squares fit of the measured total-time data yielded a leakage rate of 0.052%/day with a calculated upper 95% confidence limit leakage rate of 0.057%/day.

The first order least squares fit of the data using the mass point method yielded a

leakage rate of 0.044%/day.

The supplementary Controlled Leak Rate Test (CLRT) results (simple total-time method) verified the measured leakage with'in the allowable acceptance band.

III. TEST DISCUSSION A.

Descri tion of Containment The free standing containment vessel is 140' 232' 3/4" high with a cylindrical steel shell 1.903" thick, a 0.95" thick hemispherical dome with a 1.903" thick ellipsoidal bottom and a 2g" thick knuckle.

The vessel is constructed of ASME SA 516 GR 70 carbon steel plate and has a calculated free air volume of 2,500,000 cubic feet.

The structure includes one personnel airlock, one emergency escape lock, one fuel transfer

tube, one maintenance hatch,and one 28'quipment hatch.

A circular polar crane runway girder and crane rail were designed integrally with the vessel wall.

I The vessel was designed and constructed in accordance with the rules of Section III of ASME symbol for a design internal containment pressure of 39.6 psig at a temperature of 264F..

B.

Descri tion of Instrumentation The containment system was equipped with instrumentation to permit leakage rate determination by the "Absolute Method".

Utilizing this method, the actual mass of dry air within the containment is calculated.

The leakage rate becomes the time rate of change of this value.

The mass of air (Q) is calculated according to the Perfect Gas Law as follows:

= water vapor pressure, psia wv The parameters required are temperature, humidity and pressure.

The temperature and humidity with the exception of temperature sensor 23 were automatically output at 15 minute intervals via a data logger and printer.

The location of the instrumentation is shown in Figures 1 6 2. The pressure readings were recorded every 15 minutes by the da ta acqu isition team.

Te erature Instrumentation The containment was equipped with 40 precision RTD's.

The accuracy of these detectors is within + 0.2 F over the specified 200 F span and + 0.5 F over the remainder.

Humidit Instrumentation, The containment was equipped with 10 RHD's.

The accuracy of these detectors is + 2.5% relative humidity for a 0-100% relative humidity excursion.

Pressure Instrumentation The containment was equipped with 2 precision readout units (1 primary and 1 spare) with a calibration accuracy of 0.15% reading, resolution of 0.002% of full scale and readout of 100,000 counts

= full scale.

The absolute pressure capsule has a range of 0-50 psia.

The computed maximum probable pressure loop error is equivalent to 0.001 psia.

In addition a 120 inch large bore U tube servomanometer was connected to the same sensing line as the two precision readout units as an alternate back-up.

The accuracy of this instrument is + 0.005 inches of mercury.

Numatron Di ital Voltmeter A L6N digital voltmeter (Numatron) was utilized to obtain direct readout of temperature sensor 23.

This instrument has an accuracy of + 0.01 millivolt. In the case of temperature, due to utilization of a resistance bridge circuit, the voltmeter error contributes an additional

+ O.l F.

Consequently, this temperature loop error is equivalent to 0.3 F.

Flow Instrumentation One Wallace and Tiernan rotameter with a range of 0 to 11 scfm and an accuracy of +

1% full scale was used during the supplemental test.

C.

Descri tion of the Com uter Pro ram The Ebasco ILRT computer program is an interactive Fortran IV program written specifically for fast easy utilization during all phases of the ILRT and CLRT.

Data entry and modifications, if necessary, are readily accomplished by the data acquisition team.

In addition to extensive data verification

routines, the program calculates on demand, point-to-point, total-time or mass-point leak rates.

The required first order linear regressions corresponding to the last two types of leak rate calculations are also provided as well as the total-time at the upper 95% confidence limit.

Data rejection based on the Chauvenet criterion may be utilized in the analysis.

Both a priori and posteriori instrument error contribution to the leak rate are computed using the standard error approach.

A priori error is based on nominal pretest conditions whereas a posteriori error is based on actual"test conditions.

Data storage and retrieval are enhanced by the flexible display of either sensor values or various computed variables in tabular or graphical form on the computer terminal.

Data are recorded on magnetic tape to prevent loss during the testing.

All data are stored on the computer systems in use with retrieval capability to any desired data base throughout the testing.

Temperature, pressure and humidity data are entered interactively via the computer terminal at 15-minute intervals.

-Care is taken to record correctly and in a timely manner both on the data sheets and within the file system utilized by the program.

Each set of data is verified by the data acquisition team; modifications are promptly made when errors are detected.

Prior to issuance of this report, further extensive data verifi-cation has been performed.

The computer-generated reports based on verified data substantiate for both the ILRT and CLRT that a successful test has been completed in accordance with 10 CFR 50, Appendix J.

D.

Error Anal sis Three types of error analyses are performed using the ILRT computer program.

These types are a priori instrument loop error, a posteriori instrument loop error and a statistical confidence interval.

The priori instrument loop error is based on the standard error approach in which individual contributions of the various sensors and display equipment are added to provide the worst p robable error.

The error is computed to a 95% confidence.

Prior to the test, this a priori loop error determines whether the instrumentation system is capable of measuring the required leakage sufficiently accurately such that the error and nominal leakage do not exceed the maximum permissible.

The a posteriori instrument loop error also is based on the standard error approach and is computed to a 95% confidence.

No simplifying assumptions other than constant containment free volume are made in the derivative calculations for parameter sensitivity in the standard error formula.

Instrument loop errors are computed from containment conditions once variable bias has been compensated.

This leakage error due to instrumentation is then reported for both the ILRT and CLRT as the maximum probable instrument loop error.

A statistical confidence interval is generated for the total-time first order regression line of the simple total-time leak rates.

The interval provides a hyperbolic region symmetrically centered about the slope of the mean of the regression line.

The significance of this interval is that further observations of the leak rate should lie within this region 95% of the time.

Descri tion of Tests Interpretation of the final analysis of test data show results well within the specified limits for this containment as delineated in Section V (Conclusions) of this report.

The containment was made ready for the Integrated Leak Rate Test with final inspection and closure completed at 1830 hours0.0212 days <br />0.508 hours <br />0.00303 weeks <br />6.96315e-4 months <br /> on 5/23/79 and pressurization commencing at 1839.

Pressurization was accomplished by utilizing up to ten mobile air compressors with a total capacity of approximately 10,000 scfm.

These units were connected to the containment as shown in Figure 3.

At 1954 on 5/23/79 a gasket for a handhole on No.l chiller dryer started leaking.

The chiller dryer was removed from service along with five of the compressors, reducing the pressurization rate by approximately 50% until 2030, at which time the handhole gasket was replaced and all pressurization equipment was returned to service.

Pressurization of containment was secured at 0255 on 5/24/79 with 21.6 psig pressure in the containment vessel, After an appropriate stabilization period, the apparent leak rate was determine to be

.31%/day or about one and one third times the allowable.

At 1300 the leak survey team detected leakage past check valve I-V07217 on containment spray header "B" and the system was realigned.

At 1410 on 5/24/79 the rotameter pressure gage for P-52 was reading 10 psig.

Investigation by FP&L personnel revealed that its manual containment isolation valve was partially open.

The isolation valve was re-turned to its normally closed position.

While collecting the pressure data samples from 1330 on it was noticed that the pressure decay rate had suddenly increased, investigation by FP&L personnel revealed that an operator had been instructed to close valve V00144 rather than controlled leak rate isolation valve V00143.

The closure of V00144 had isolated the pressure sensors from the containment atmosphere.

This valve had remained close for approximately 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> and 20 minutes.

At 1530 on 5/24/79 the valves were placed in their proper configuration, with the official start of the 24-hour ILRT initiated at 1615 hours0.0187 days <br />0.449 hours <br />0.00267 weeks <br />6.145075e-4 months <br /> on 5/24/79.

Trending and analysis of raw data indicated that temperature sensors 5,17 and 30 as well as humidity sensors 1,5,6 and 7 were reading erratic.

These sensors were deleted and the effected sensor volume fractions were updated by the computer such that all calculations did not incorporate the deleted sensor inputs.

The ILRT was successfully completed at 1615 hours0.0187 days <br />0.449 hours <br />0.00267 weeks <br />6.145075e-4 months <br /> on 5/25/79 with a calculated total-time leakage rate of 0.052%/day.

Health Physics sampled the containment air volume prior to initiation of the Controlled Leak Rate Test (CLRT).

The rotameter was adjusted to approximately 9.51 scfm bleedoff flow.

This flow is equal to approximately

.235%/day.

The CLRT commenced at 2000 hours0.0231 days <br />0.556 hours <br />0.00331 weeks <br />7.61e-4 months <br /> on 5/25/79 with stable conditions in containment and was satisfactorily completed at 0045 on 5/26/79.

Depressuri-zation of the containment commenced at 0145 on 5/26/79.

The discharge was monitored with"'no gaseous or particulate activity observed.

Following a satisfactory containment air sample, an internal containment inspection was performed at 0840 with the containment at approximately 0.20 psig.

During the containment inspection no anomalies were noted.

Prior to performance of the ILRT, Local Leakage Rate Tests (LLRT) were performed by FP&L personnel'o verify containment integrity.

These Type B and Type C tests were performed on containment electrical penetrations, mechanical penetrations, piping system I

isolation valves which become part of the containment boundary under accident conditions, fuel transfer tube, personnel access lock, emergency lock and equipment hatch.

The acceptance criteria for the LLRT is that the total leakage from these tests shall not exceed 0.60 (La).

The total leakage from these tests was within these limits and the tabulated results are presented in Appendix B.

IV ~

RESULTS AND VERIFICATION The Type A Integrated Leakage Rate Test was conducted for a period of 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> starting at 35.943 psia with a total of 97 samples or data sets taken.

The results of a computed least squares statistical fit of all data revealed a leakage rate of 0.052%/day with an upper 95/ confidence limit of 0.057/,/day (Total-Time Method),

0.040%%u/day (Total-Time Simple) and 0.044%/day (Mass-Point Method).

The maximum probable instrument loop error for the ILRT was 0.003//day within a computed confidence of 95/..

S ince the least squares statistical fit of the measured data is a function-of test duration, the regression errors during the CLRT are high.

For the purpose of verificaMon of this test, the total-time simple leakage rate shall be utilized due to the CLRT data which are of much shorter duration as compared to the ILRT data.

Following satisfactory completion of the ILRT, a 4'5 hour5.787037e-5 days <br />0.00139 hours <br />8.267196e-6 weeks <br />1.9025e-6 months <br /> CLRT was performed.

This test was conducted by superimposing a known leakage rate of approximately 9.5 scfm at 35.827 psia which corresponds to a leakage rate of approximately

.235/ /day.

The measured Simple Total-Time Leak Rate for the CLRT was 0.284%/day. It should be noted that no data samples were rejected in computing the results for the ILRT as well as the CLRT.

CONCLUSIONS The Integrated Leakage Rate Test at Pt (34.5 psia) provided acceptable results as evidenced by the computer printout and graphs in Appendix A of this report.

The measured leak rate is well within the specified limits.

The acceptance criteria for the ILRT is as follows:

The maximum allowable operational leak rate shall not exceed 75% of Lt 0.240%/day at 'a pressure of not less than 34.5 psia.

As reported in Section IV, the measured leakage rate for the containment was 0.052%/day, with an upper 95%

confidence limit of 0.057%/day (Total-Time Method).

The maximum probable instrument loop error is 0.003%/day at a

95% statistical regression confidence interval.

The accuracy of the ILRT shall be verified by a supplemental test where the difference between the containment leakage rate measured during the CLRT and the ILRT is within 0.25 Lt.

As reported in Section IV, the measured verification leakage rate was 0.284%/day (Simple Total-Time), which is well within the acceptance band.
