~v3.8REFUEZINGAlicabilit3.8.1Appliestooperatinglimitationsduringrefuelingoperations.~b'oensurethatnoincidentcouldoccurduringrefuelingoperationsthatwouldaffectpublichealthandsafety.Duringrefuelingoperationsthefollowingconditionsshallbesatisfied.a~Theequipmentdoor,oraclosureplatethatrestrictsairflowfromthecontainment,andatleastonepersonneldoorintheequipmentdoororclosureplateandinthepersonnelairlockshallbeproperlyclosed.Inaddition,allautomaticcontainmentisolationvalvesshallbeb.operableoratleastonevalveineachlineIshallbe',lockedclosed.The"48inch"shutdownltpurgevalvesmustalsobeoperableorclosedortheassociatedflangemustbeinstalled'.IIRadiationlevelsinthecontainmentshallbec~monitoredcontinuously.Coresubcriticalneutronfluxshallbecontin-uouslymonitoredbyatleasttwosourcerangeneutronmonitors,eachwithcontinuousvisual.indicationinthecontrolroomandonewithaudibleindicationinthecontairpnentandcontrolroomavailablewhenevercoregeometryisbeingchanged.Whencoregeometryisnotbeingchangedat3.8-1Proposed AttachmentBContainmentpurgeandventoperationsbecameagenericconcernin1978.SincethattimecontainmentpurgeandventhasbeenthesubjectofmanylettersbetweentheStaffandRochesterGasandElectricCorp.(RG&E).InReference1,theStafftransmittedtoRGSEaSafetyEvaluationReport(SER)whichfoundRGE'sinteriumcommitmentstobeacceptable.TheSERprovidesagoodsummaryofthecorrespondanceandthecommitmentsmadeconcerningthissubject.TheexistingpurgeandventsystemsatGinnaconsistofa48inchpurgesystemanda6inchcontainmentvent(depressurization)system.Themajorissueconcerningthepurgesystemistheoperabilityofthe48inchpurgevalvesduringadesignbasisaccident-lossofcoolantaccident(DBA-LOCA).Therefore,RGGEhascommittedtomaintainingthe48inchpurgevalvesclosedwhilethereactoriscriticaluntilinformationdemonstratingoperabilityissubmitted.InresponsetotheStaff'srequesttolimitpurge/ventoperationstosafety-relatedneedsRG6Ecommittedtolimitingventsystemoperationtoatotalof90hoursperyear.TopermanentlyresolvethepurgeandventissueRG6Ehasdecidedtomodifythe48inchpurgesystemsothatitwillonlybeusedwhenthereactorisincoldorrefuelingshutdown,andinstallamini-purgesystemwhichwillallowunlimitedpurgingofcontainment.ThetechnicalspecificationchangespresentedinAttachmentAarenecessarytoimplementthesemodifications.Thefollowingchangeswillbemadetothe48inchpurgesystem:Theinboard48inch,butterfly-typecontainmentisolationvalvesfromboththesupplyandexhaustlineswillberemoved.Eachvalvewillbereplacedwitha,specialblind-flangetypeclosureutilizingdouble0-ringsealstoprovideredundantcontainmentisolationbarriers.Testportswillbeprovided.topermitperi-odiclocalleakratetestingofthedouble,O-ringseal."Theblindflangeclosureswillbesecurelybolted,inplace,,dur'ing.reactoroperationandwillonlybe'removedduringplantshutdowns.Theexistingoutboard48inch,butterfly-typeautomaticcontainment.isolationvalveswillremaininplacetoprovideanisolationbarrierduringrefuelingoperations.Sincetheblankflangeshaveadoubleseal,itwillnolongerbenecessarytorelyontheouter48inchvalvesforcontainmentisolationduringpoweroperation.Duringcoldorrefuelingshutdown,theflangescouldberemovedandtheoutervalveswillberelieduponforrefuelingintegrity.Sincethe48inchvalvesarenolongerrelieduponforcontainmentintegritythemechanicalstopsonthevalveswillberemoved.ThesestopswereinstalledtoreducestressesinthevalvesresultingfromclosureduringaDBA-LOCA.Sincethevalves'arenolongersubjecttoaDBA-LOCAthereisnoreasontocontinuerestrictingairflowinthe48inchsystemduringshutdown.

IIMIIIIII'tII Anewmini-purgesystemwillbeinstalledtoprovidethecapabilitytopurgecontainmentatmosphereduringallmodesofreactor'peration.This2000-cfmmini-purgesystemwillconsistofapairofredundantblowersforsupplying'airtothecontainmentthroughexisting6-inchIntegratedLeakRateTest(ILRT)ventlinepenetration309."New6i*nch,air'-.operated,butterfly-type,inboardandoutboar'dautomaticcontainmentisolationvalveswillbeinstalledatpenetration309.Airwillbeexhaustedthroughtheexisting6inchdepressurizationpenetration132andwillbeductedintotheAuxiliaryBuildingventilationsystemwhereitwillbefilteredandmonitoredpriortoitsreleasetotheenvi-ronmentviatheplantvent.Theexisting6inchvalvesatpene-tration132willbereplacedwithnew8inch,air-operated,butterfly-type,inboardandoutboardcontainment.isolationvalves.Allfournewcontainmentisolationvalveswillbeautomaticandwillbefully-qualifiedtoclosewithin5secondsfromthetimetheisolationsetpointisreachedagainstthemaximumcontainmentpressuresanticipatedduringaDBA-LOCA.Theinboardendsofthemini-purgesupplyandexhaustlineswillbeequippedwith1/2-inchmeshdebrisscreens.TheradiationaccidentmonitorR-12A(ContainmentPurge)monitorsthe48inchpurgeexhaust.Sincethe48inchpurgewillonlybeoperableduringcoldandrefuelingshutdown,R-12Aneedonlybeoperableduringcoldandrefuelingshutdown.Therefore,Table3.5-7wasmodifiedtobeconsistantwithoperationoftheshutdownpurgesystem.Inaccordancewith10CFR50.91,thesechangestotheTechnicalSpecificationshavebeenevaluatedagainstthreecriteriatodetermineiftheoperationofthefacilityinaccordancewithproposedamendmentwould:1.involveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluated;or2.createthepossibilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyevaluated;or3.involveasignificantreductioninamarginofsafety.Themodificationdoesnotinvolveanincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluated.Installingamini-purgesystemandinstallingflangesonthe48inchvalvesdoesnotincreasetheprobabilityofanaccidentbecausetheflangeseliminatetheeffectsofanymalfunctionofthe48inchvalvesandthenewmini-purgevalvesaresmallandinherentlymorereliablethanthe48.inchvalves.Theconsequencesofanypreviouslyevaluatedaccidentarenotincreasedbythemodificationbecausetheflangespreventanyaccidentassociatedwiththe48inchsystemandclearlyanyaccidentassociatedwiththemini-purgesystemislesslimitingthananaccidentassociatedwiththe48inchsytem.
