Safeshutdownoftheplant,and(2)themitigationandcontrolofaccidentconditionswithintheplant.WhentheRCSisabovecoldshutdown,bothemergencydieselgeneratorsarerequiredtobeoperable.Thetwodieselgeneratorshavesufficientcapacityto'startandrunalltheengineeredsafeguardsequipmentatdesignloads.The.safeguards'quipmentoperatedfromonedieselgeneratorcanadequatelycoolthecoreand.maintainthecontainmentpressurewithinthedesignvalueforanylossofcoolantincident.Theminimumdieselfueloilinventoryismaintainedtoassurethatbothdieselscanoperateattheirdesignratingsfor24hours.Thisassuresthatbothdieselscancarrythedesignloadsofrequiredengineeredsafeguardsequipmentforanylossofcoolantaccidentconditionsforatleast40hours,orforoneengineeredsafetyfeaturetrainfor80hours.'~'ommercialoilsuppliesandtruckingfacilitiesexisttoassuredeliverieswithin8hours.Theoffsitepowersourceconsistsofseparatededicated.34.5kv-4160voltstationservicetransformersservedbydedicated34.5kvlines(12Atransformerwithdedicatedcircuit751,or12Btrans-formerwithdedicatedcircuit767)inoperablestatus.EitheroffsitesourceofpowercansupplyallauxiliaryloadsandtransfercanbeaccomplishedwithinthetimeconstraintsofGDC17.Thus,GDC17isexplicitlymet.Withfuelinthereactorvesselaminimumofoneoffsitesource,oneonsitesourceofACpowerandoneDCpowertrainarerequired.Theoffsitepowersourcemaybeprovidedby,oneofthreeconfigura-tions:AmendmentNo.473.7-5 1.Transformer12Aserved,byadedicated34.5kvline(circuit751),or2.Transformer12Bservedbyadedicated.34.5kvline(circuit767),or3.Backfeedthroughunitauxiliarytransformer11.Theoffsitepowersourceisthepreferred,sourceofACpower.Operabilityofanoffsitesourcerequiresthatonestationservicetransformerservedbyadedicated34.5kvlineisoperatingandprovidingpowertotheunit.Theemergencydieselgeneratorprovidespoweruponlossoftheoffsitesource.Oneemergencydieselgeneratorwith5,000gallonsoffuelcanprovidepowertoaminimumlevelofengineeredsafeguardsequipmentfor40hours(therequiredsafeguardsloadsatcoldshutdown/refuelingaresignifi-cantlylessthanduringpoweroperation).Oneoperabledieselfueloiltransferpumpisrequiredtosupplyfuelfromoneofthetwofuelstoragetankstothedaytankoftheoperabledieselgenera-tor.WithlessthanoneoffsiteACpowersource,andoneonsiteACpowersource,oneDCpowertrain,andonebatterybackedinstrumentbusavailable,nooperationsinvolvingpositivereactivitychanges,corealterations,andmovementofirradiatedfuelshalloccur.Batterychargerswithatleast150ampscapacityshallbeinserviceforeachbatterysothatthebatterieswillalwaysbeatfullcharge.Thisensuresthatadequatedcpowerwillbeavail-able.Theplantcanbesafelyshutdownwithouttheuseofoffsitepowersinceallvitalloads(safetysystems,instruments,e'tc.)canbesuppliedfromtheemergencydieselgeneratorsandthestationbatteries.InstrumentBuses1A,1B,and1Cprovidepowertovitalplantinstrumentation.Allthreebusesarebackedupbysafetyrelatedemergencysupplies;buslAfrombattery1A,bus1Cfrombattery1B,andbus1Bfromdieselgenerator1A.AmendmentNo.493.7-6Proposed 4.6.4InstrumentBusesEachsafetyrelatedinstrumentbusrequiredtobeoperable,shallbedemonstratedoperableatleastonceper7daysby:1.VerifyingnominalvoltageindicationsontheIn-strumentBuses1A,1B,1C.2.VerifyingpropersupplybreakeralignmentforInstrumentBuses1A,1B,and1C.3.VerifyingproperstaticswitchalignmentforIn-strumentBuses1Aand.1C.AmendmentNo.47,494.6-4a Basis'hetestsspecifiedaredesignedtodemonstratethatthedieselgeneratorswillprovidepowerforoperationofequipment.Theyalsoassurethattheemergencygeneratorsystemcontrolsandthecontrolsystemsforthesafeguardsequipmentwillfunctionautomaticallyintheeventofalossofallnormal480VACstationservicepower.(X)Thetestingfrequencyspecifiedwillbeoftenenoughtoidentifyandcorrectanymechanicalorelectricaldeficiencybeforeitcanresultinasystemfailure.Thefuelsupplyandstartingcircuitsandcontrolsarecontinuouslymonitored.andanyfaultsareindicatedbyalarm.Anabnormalconditioninthesesystemscanbeidentifiedwithouthavingtotestthedieselgenerators.Periodictestsarealsospecifiedtodemonstratethattheoffsitepowersourceswillprovidepowerforoperationofequipment.Offsitepowersourceoperabilityrequirescorrectbreakeralignmentandindicated.poweravailabilityfromthetwopreferredpowercircuits,767and751,toth'e4160voltbuses.Theserequirementsaremetbymonitoringnominalvoltageindicationsonthehigh-voltagesideoftransformers12Aand.12B;andonthe4160voltbuses12Aand12B.Offsitepowersourceindependencerequiresseparate4160voltcircuitssupplyingpowertothe4160voltbuses.Interlockspreventconcurrentclosureof12AXand12BZ,OR12AYand12BY;andsurveillanceisspecifiedtoensureseparationismaintained.Instrumentbuspowersourceoperabilityrequirescorrectbreakeralignmentandindicatedpoweravailability.Theserequirementsaremetbymonitoringnominalvoltageindicationsonthebusesandproperbreakeralignment.Amendment.No.47,494.6-5 Furthermore,toassureindependencebetweenredundantClass1E480voltbuses14and18(TrainA)andbuses16and17(TrainB),tiebreakers52/BT16-14and52/BT17-18arerequiredtobeopenwhentheplantmodeisabove200F.Oncetiebreakersareopen,interlockspreventclosurewhenindependentandredundantbusesareenergized.Stationbatteriesmaydeterioratewithtime,butprecipitousfailureisextremelyunlikely.Thesurveillancespecifiedisthatwhichhasbeendemonstratedovertheyearstoprovide.anindicationofacellbecomingunserviceablelongbeforeitfails,andtoensure.thatthebatterycapacityisacceptable.Theequalizingcharge,asrecommendedbythemanufacturer,isvitaltomaintainingtheampere-hourcapabilityofthebattery.Asacheckupontheeffectivenessoftheequalizingcharge,thebatteryshouldbeloadedratherheavilyandthevoltagemonitoredasafunctionoftime.Tfacellhasdeterioratedorifaconnectionisloose,thevoltageunderloadwilldropexcessivelyindicatingreplacementormaintenance.Theminimumpermissible"on-sitefuelinventory,10,'000gallons,(5,000gallonsforeachgenerator),issufficientforoperationunderloss-of-coolantaccidentconditionsoftwoengineeredsafetyfeaturestrainsfor40hours,orforonetrainfor80hours,orforoperationofbothdieselgeneratorsattheirdesignratingsfor24hours.(2)References(1)UFSAR,Section8.3(2)UFSAR,Section9.5.4AmendmentNo.47,494.6-5A AttachmentBThepurposeofthisAmendmentistoincorporaterequirementsfortheoperabilityandsurveillanceofsafetyrelated.instrumentbusesintotheAuxiliaryElectricalSystemsTechnicalSpecifications.ThisAmendmentalsocorrectsaninconsistencyintheexistingrequiredactionstatementforalossofbothoffsite'owersupplies.ThedetailedchangesarelistedinTable1.IRequirementsforsafetyrelatedinstrumentbusoperabilityhavebeenaddedbasedonreactorcoolantsystemoperationaboveand.belowcoldshutdown.Previouslynoinstrumentbusoperabilityrequirements,requiredactions,norsurveillancerequirementswerespecifiedintheTechnicalSpecifications.Consequently,thisAmendmentisconsideredanenhancementtotheTechnicalSpecif-ications.ThechangesinthisAmendmentarebasedontheStandardTechnicalSpecificationsforWestinghousePressurizedWaterReactors(NUREG-0452),withdeviationstoaddressspecificdesignfeaturesattheGinnaStation.Specification3.7.1.1wasmodifiedtoaddtherequirementforonebatterybackedsafetyrelatedinstrumentbustobeoperableduringcoldshutdownandrefueling.Thephrase"whenincoldshutdownorrefueling"wasaddedtothisSpecificationsincepreviouslynoapplicablemodeswereexplicitlyspecified.Thisspecificationensurestheavailabilityofonechannelofcontinuousindicationwhileallowingformaintenanceand'surveillancetestingononesafetyrelatedbattery.Section3.7.2.1.awasmodifiedtoaddrequirementsforsafetyrelatedinstrumentbusoperabilityabovecoldshutdown.TheSpecificationrequiresoperabilityofbothbatterybackedinstru-mentbusesandtheemergencydieselgeneratorbackedinstrumentbus.AlthoughStandardTechnicalSpecificationsonlyprovideoperabilityrequirementsforbatterybackedbuses(i.e.vitalbuses),thedieselbackedbusatGinnaprovidespowerforinstru-mentationusedfortheReactorProtectionSystem'(RPS),EngineeredSafetyFeaturesActuationSystem(ESFAS),andforpostaccidentmonitoringfunctions.Thereforeoperabilityrequirementsarespecifiedforthisbus.Previoustechnicalspecificationsidentifiednooperabilityrequirementsforinstrumentbusesabovecoldshutdown.Thisspecificationrequiresallthreebusestobeoperable,andisthereforecons'ideredconservative.Section3.7.2.2.dwaschangedtorequireplantshutdowntothecoldshutdownmodeifnooffsitesourcesareavailable.ThisisconsideredaconservativechangesincepreviouslythespecificationonlyrequiredachievingaReactorCoolantSystemtemperaturebelow350'F.ThechangewasmadeduetoanapparentinconsistencywithSpecification3.7.2.1.a.1whichrequiredoneoffsitesourcetobeoperableabovecoldshutdown.Theactionsspecified.withinSection3.7.2.2.fproviderequirementswhenonesafetyrelated,batterybackedinstrumentbusisoutofservice.Thespecificationrequiresthebustobere-energizedwithintwohours,re-energizedfromasafetyrelatedsupplywithin24hours,andre-alignedtoitsbatterybackedsupplywithin72hours.TheGinnaStationsafetyrelatedbatterybackedinstrumentbuses(AandC)canbesuppliedfromthreesources:

1.ItsnormalsupplyfromasafetyrelatedDCbusviaaninverter;2.Abackupsupplyfromasafetyrelated480Vbus(dieselgeneratorbacked)viaaconstantvoltagetransformer;3.Amaintenancesupplyfromanon-safetyrelated480Vbusviaaconstantvoltagetransformer.StandardTechnicalSpecificationsdonotaddresstheavail-abilityofmultiplebackupsupplies.Assuch,thisproposedspecificationdeviatesfromtheStandardTechnicalSpecifica-tioninthatadditionaltimeisallowedtorestorethebustoitsnormalsupplyifthebusisre-energizedfromitssafetyrelatedbackupsupply.WheneitherinstrumentbusAorCissuppliedfromitssafetyrelatedbackupsupplytheplantisonlysusceptibletoasinglefailurecausinglossofthecontainmentsprayautomaticactuationsignal.Giventhelowprobabilityoftherequirementofthisfunction(largebreakLOCAormainsteamlinebreakincontainment),andtheavailabilityofmanualinitiation,theallowedtimeisconsideredappropriate.TheactionsspecifiedinSection3.7.2.2.gproviderequire-mentswhentheemergencydieselgeneratorbackedinstrumentbus(B)tobeoutofservice.Thespecificationrequiresthebustobere-energizedwithin2hoursandre-energizedfromitssafetyrelatedconstantvoltagetransformerwithin7days.TheStandardTechnicalSpecificationscontainnoactionrequirementsfordieselbackedinstrumentbusesoutofservice.InstrumentbusBhasonlyonealternatesupply,amaintenancesupplyfromanon-safetyrelated480Vbusviaaconstantvoltagetransformer.Againtheonlysafetyrelatedfunctionsusceptibletoasinglefailureisthecontainmentsprayautomaticactuationsignal.Thetimeallowedtorestorethebustoitsnormalsupplyischosenbased.onthelowprobabilitythatthisfunctionisrequired,thetimerequired.torepairorreplacefailedequipment,andtobeconsistentwiththeallowedoutofservicetimeforitssafetyrelatedbackupsupply(ref.Specification3.7.2.2.B.1)ActionStatement11ofTechnicalSpecificationSection3.5wasalsochangedtoallow2hourstoplaceaninoperableContainmentSprayautomaticinitiationchannelintrip.ThischangeprovidesconsistencywithSpecifications3.7.2.2.fandg.AninoperableinstrumentbuscausesaninoperableautomaticContainmentSprayinitiationchannelsincethisfunctionisenergizetoactuate.Noeasilyachievablemeans'xiststoplacetheinoperablechannelintripifinstrumentpowerisunavailable.Thisallowedtime(2hours,consistentwithNUREG-0452)isacceptableduetothelowprobabilityofrequiringtheautomaticinitiationfunction(LBLOCAorMSLBincontainment),andthecontinuedavailabilityofthemanualinitiationfunction.Thebasisforsection3.7wasmodifiedtoreflecttheseadditionalspecifications.Inadditionachangewasmadetothebasisforonsitedieselfueloilrequirements.ThischangeisaclarificationresultingfromtheElectrical 0~DistributionSystemFunctionalInspection(EDSFI)conductedatGinnain1991.Researchofthedesignbasisfortheminimumonsitefueloilstoragerequirementsrevealedthatstoragecapabilitywasspecifiedtoallowoperationofbothemergencydieselgeneratorsatdesignratingsfor24hours.Inresponsetoquestionsduringtheinitiallicensingoftheplant,thisrequirementwastranslatedintohoursthattheemergencydieselgeneratorswouldbeabletosupportEn-gineeredSafetyFeaturesloadsforalargebreakLOCA,andhoursthatthedieselswouldbeabletosupporthotstandbyoperation.Thehotstandbycomparisonisnotconsideredasafetyrelatedrequirementandhasthereforebeendeletedasabasisforthespecification.Theoriginal24hourre-quirementhasbeenadded,and.thesafetyrelated40hourrequirementretained.Section4.6.4wasaddedtotheTechnicalSpecificationstoprovidesurveillancerequirementsforthesafetyrelatedinstrumentbuses.Theserequirementsensureproperalignmentandfunctionalityofthebuses.Themethodologyandfrequen-cyisconsistentwithStandard.TechnicalSpecificationsurveillancerequirementsforvitalinstrumentbuses.ThebasisforSection4.6wasalsomodifiedtoprovidethebasisforthisnewrequirement,andtoclarifytheminimumonsitedieselfueloilrequirementasdescribed.above.Inaccordancewith10CFR50.91,thesechangestoTechnicalSpecificationshavebeenevaluatedtodetermineiftheoperationofthefacilityinaccordancewiththeproposedamendmentwould:1.involveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluated;or2..createthepossibilityofanewordifferentkindofaccidentpreviouslyevaluated;or3.involveasignificantreductioninamarginofsafety.Theseproposedchangesdonotincreasetheprobabilityorconsequencesofapreviouslyevaluatedaccidentorcreateanewordifferentkindofaccident.Further,thereisnounacceptablereductioninthemarginofsafetyforanyTechnicalSpecification.Therefore,RochesterGasandElectricsubmitsthattheissuesassociatedwiththisAmendmentareoutsidethecriteriaof10CFR50.91,andanosignificanthazardsfindingiswar-ranted.
