~,AttachmentBRochesterGasandElectricCorporation(RGGE)willinstallanewplantprocesscomputersystem(PPCS)atGinnaintheSpringof1986.ThePPCSisnecessarytosupportthenewSafetyAssessmentSystemrequiredbyNUREG-0737.AsaresultofthePPCSinstallation,theexistingcomputerroomfloorwillbemodified.TheraisedfloorwillberemovedandwiresforthecomputerwillberelocatedtoawirewayunderthenewPPCS.ThecurrentTechnicalSpecificationsspecifytwofiredetectionzonesinthecomputerroom,ZoneS07undertheraisedfloorandzoneZ17attheceiling.CurrentlyZ17,theceilingzone,isonlyusedtoactuateanalarm.Theunder-floorzone,S07,isusedtoactuatetheHalonsystem.ModificationstotheroomtoaccommodatethePPCSwillresultintheHalonsystembeingactuatedbytheceilingzone.Theundertheraisedfloordetectionzonewillberemovedalongwiththeraisedfloor.Theceilingzonewillberelabled(S07).NeithertheamountofHaloninjectednortheconcentrationwillbeaffectedbythismodification.SincetheTechnicalSpecificationsspecifydetectionzonesthatwillbemodifiedaSpecificationchangeisrequired.TheplannedmodificationwillnotdecreasetheleveloffireprotectionbecausedetectionandautomaticactuationofHalonsuppressionwillberetained.Xnaccordancewith10CFR50.91,thischangetoTechnicalSpecificationshasbeenevaluatedagainstthreecriteria'todetermineiftheoperationofthefacilityinaccordancewiththeproposedamendmentwould:1.involveasignificantincreaseintheprobabilityorsequencesofanaccidentpreviouslyevaluated;orI2.createthepossibilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyevaluated;or3.involveasignificantreductioninamarginofsafety.ThemodificationchangesthezonethatactuatestheHalon,however,itdoesnotdecreasetheamountofHaloninjectednordoesitdecreasetheconcentrationofHalonintheroom.Theactuationwillstillbebasedon2outof4logic,therefore,theprobabilityoffailureremainsunchanged.SincetheconcentrationofHalonintheroomisnotdecreasedandthefailureprobabilityisunchangedthemodificationdoesnot'increasetheprobabilityorconsequencesofanaccident.ChangingtheHalonactuationzonedoesnotcreateanewordifferentkindofaccidentthanwaspreviouslyevaluatedbecausethechangeonlyinvolveschangingtheactuationfromthefloortotheceiling.

llll SincetheEIalonconcentrationisnoteffectedbythemodification,andtheleveloffireprotectionisnotchangedthereisnoreductioninamarginofsafety.Therefore,anosignificanthazardsfindingiswarrantedfortheproposedchange.
