ATTACHMENTBTheP-10permissiveallowsmanualblockingoftheintermediaterangerodstop,theintermediaterangehighfluxtrip,andlowsetpointofthepowerrangehighfluxtripabove10-opower.Thesetripsareusedtomitigatetheconsequencesofarodwithdrawaltransientfromsubcritical.P-10alsosuppliesanautomaticpermissivetoP-7.Theproposed.TechnicalSpecificationchangewouldallowtheabovetripstobebypassed(blocked)andtheautomaticpermissivetoP-7begenerated.at8Opower.ThischangeisnecessarybecauseP-7permissiveisrequiredat8.5:power.SinceoneoftheinputstoP-7comesfromthesamepowerrangebistablethatsuppliesP-10,P-10mustbeactuatedat8tpowertosatisfytherequirementsforP-7.P-7automaticallyunblocksthefollowingreactortrips:2looplowflow,reactorcoolantpumpbusundervoltage,reactorcoolantpumpbusunderfrequency,pressurizerlowpressureandturbinetripwithP-9.Thesetripsareassociatedwiththe130MWwhichistheupperlimitofheatremovalwhileonnatural.circulation.Theonlytransientanalysiswhichusesthistripisaslowrodwithdrawal.(Borondilutionisboundedbytheslowrodwithdrawal.)TheonlyeffectofreducingP-10to8:wouldbethatarodwithdrawalaccident(RWA)startingfrom8%wouldbeterminatedbyhighfluxandovertemperature~Tversustheintermediateandreducedhighpowertrips.AnevaluationperformedontheRWAstartingfrom8%and10%forvariousreactivityinsertionratesshowsapproximatelythesameDNBRwhentheRWAisinitiatedfrom,8%versus10%power.ThemaximumdecreaseinDNBR'wasapproximately0.007.Further,thereissubstantialmarginbetweentheDNBRforaRWAfrom10%andthelimitingRWAfrom100-opower.TheDNBRforaRWAstartingfrom8-owillalsobegreaterthanthei~DNBRforthelimitingRWAstartedfrom100%power.Therefore,reducingP-10to8'-ohasnegligibleeffectontheGinnaSafetyAnalysisandtheminimumDNBRforallRWAsisunchanged.ThespecificTechnicalSpecificationchangesarelistedonTable1.Inadditiontotheabovechanges,thepowerlevelatwhichtheP-7tripfunctionsarerequiredtobeoperablehasbeenchangedfrom5-oto8'%nTable3.5-1.ThereasonforthischangeisthatatGinna,afunctionisnotconsideredtobeoperablewhileitisblocked.SincetheP-7tripfunctionsarenotunblockeduntil8%,theyarenotconsideredoperableuntil8%eventhoughtheyareautomaticallyunblocked.Thechangefrom5%to8-o,thepointatwhichthetripsareconsideredoperable,maintainsthesetpointwithintheanalyzedrangeofupto8.5'-opower.Inaccordancewith10CFR50.91,thesechangestotheTechnicalSpecificationshavebeenevaluatedagainstthreecriteriatodetermineiftheoperationofthefacilityinaccordancewiththeproposedamendmentwould:B-1 1.'involveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluated;or2.createthepossibilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyevaluated;or3.involveasignificantreductioninamarginofsafety.ReducingtheP-10setpointfrom10%to8-o,orincreasingtheoperabilityrequirementofablockedfunctionfrom5%to8-odoesnotincreasethefrequency(probability)ofapreviouslyevaluatedaccident.Theconsequencesofanaccidentarenotaffectedbytheoperabilityofablockedtripfunction.ReductionintheP-10setpointhasanegligibleeffectontheDNBassociatedwiththeRWA.SincetheDNBcriteriaismet,thereisnoincreaseintheconsequencesoftheaccident.Thesubjectchangesdonotcreatethepossibilityofanewordifferentaccident.Sincetheaccidentacceptancecriteriaaremet,thereisnoreductioninanymarginof,safety.Asoutlinedabove,RochesterGasandElectricsubmitsthattheissuesassociatedwiththisamendmentrequestareoutsidethecriteriaof10CFR50.91,andtherefore,anosignificanthazardsfindingiswarranted.B-2
