On December 31, 2025, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at Seabrook Station. On January 15, 2026, the NRC inspectors discussed the results of this inspection with Christina Sheridan, Site Vice President, and other members of your staff.

The results of this inspection are documented in the enclosed report.

No findings or violations of more than minor significance were identified during this inspection.

SUMMARY

The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensees

performance by conducting an integrated inspection at Seabrook Station, in accordance with the

Reactor Oversight Process. The Reactor Oversight Process is the NRCs program for

overseeing the safe operation of commercial nuclear power reactors. Refer to

No findings or violations of more than minor significance were identified.

PLANT STATUS

Seabrook Station began the inspection period operating at 100 percent rated thermal power and

remained at, or near, full power for the inspection period.

INSPECTION SCOPES

Inspections were conducted using the appropriate portions of the inspection procedures (IPs) in

effect at the beginning of the inspection unless otherwise noted. Currently approved IPs with

their attached revision histories are located on the public website at http://www.nrc.gov/reading-

rm/doc-collections/insp-manual/inspection-procedure/index.html. Samples were declared

complete when the IP requirements most appropriate to the inspection activity were met

consistent with Inspection Manual Chapter 2515, Light-Water Reactor Inspection Program -

Operations Phase. The inspectors performed activities described in Inspection Manual Chapter 2515, Appendix D, Plant Status, observed risk significant activities, and completed on-site

portions of IPs. The inspectors reviewed selected procedures and records, observed activities,

and interviewed personnel to assess licensee performance and compliance with Commission

rules and regulations, license conditions, site procedures, and standards.

71111.01 - Adverse Weather Protection

significant systems from impending severe weather prior to anticipated heavy

The inspectors evaluated the quality of the licensed operator biennial requalification

written examination administered on December 17, 2025.

Annual Requalification Operating Tests

The inspectors evaluated the adequacy of the facility licensees annual requalification

operating test.

Administration of an Annual Requalification Operating Test

The inspectors evaluated the effectiveness of the facility licensee in administering

requalification operating tests required by Title 10 of the Code of Federal Regulations

(10 CFR) 55.59(a)(2) and that the facility licensee is effectively evaluating their

licensed operators for mastery of training objectives.

Requalification Examination Security

The inspectors evaluated the ability of the facility licensee to safeguard examination

material, such that the examination is not compromised.

Remedial Training and Re-examinations

The inspectors evaluated the effectiveness of remedial training conducted by the

licensee and reviewed the adequacy of re-examinations for licensed operators who

did not pass the required requalification examination.

Operator License Conditions

The inspectors evaluated the licensees program for ensuring that licensed operators

meet the conditions of their licenses.

Control Room Simulator

The inspectors evaluated the adequacy of the facility licensees control room

simulator in modeling the actual plant, and for meeting the requirements contained in

10 CFR 55.46.

92709 - Licensee Strike Contingency Plans

Licensee Strike Contingency Plans (1 Partial Sample)

In preparation for a potential union contract expiration, NRC inspectors evaluated the

adequacy of the licensees contingency plan. The evaluation focused on staffing

levels, staff qualifications, the safety-conscious work environment, and site access to

ensure operational and security requirements could be met. This inspection

procedure was only partially completed because an agreement was reached between

the union and the licensee prior to its completion. No further review of these

contingency plans is required, as the entry conditions for IP 92709 are no longer met.

INSPECTION RESULTS

Observation: Semi Annual Trend Review

71152S

The inspectors evaluated Seabrook Stations corrective action program to identify trends that

could indicate more significant safety concerns. This review included condition reports,

assessments, system health reports, and corrective action program evaluation documents for

the third and fourth quarters of 2025.

The inspectors identified an adverse trend in engineering rigor and operational decision-

making. Specifically:

1. A non-conservative operability determination (Agencywide Documents Access

Management System (ADAMS) Accession No. ML25342A001) for nuclear

instrumentation failed to recognize safety-related interactions.

2. Flaw characterization was delayed following identification of a through-wall leak on a

safety-related service water system.

These examples reflect weaknesses in problem identification and resolution, particularly in

evaluation and corrective action success criteria.

The inspectors verified that no proprietary information was retained or documented in this

report.

  • On January 15, 2026, the inspectors presented the integrated inspection results to

Christina Sheridan, Site Vice President, and other members of the licensee staff.
