Heacock Dominion Energy Kewaunee, Innsbrook Technical SOOO Dominion Glen Allen, VA SUBJECT: KEWAUNEE POWER STATION -SUSPENSION OF REVIEW EFFORT RELATED TO REQUEST FOR REVIEW OF REACTOR VESSEL INTERNAL COMPONENTS INSPECTION PLAN (TAC NO. ME7727) Dear Mr. Heacock: By letter dated December 12, 2011, Dominion Energy Kewaunee, Inc. (DEK, the licensee), submitted an inspection plan (the Inspection Plan) for the reactor vessel internals (RVI) components at Kewaunee Power Station (KPS). Pursuant to the license renewal commitments items 1 and 2 in USAR, Chapter 1S, Table 1S.7-1, "License Renewal Commitments," as reproduced from Appendix A of NUREG-19S8, "Safety Evaluation Report Related to the Kewaunee Power Station," dated January 2011, the licensee requested that the staff review and approve the Inspection Plan. By letter dated November 2, 2012, pursuant to Title 10, Code Federal Regulation, Part SO.82(a)(1 )(i), the licensee submitted a letter to the NRC stating its decision to permanently cease power operation of KPS. The license letter further stated that they expected operations to cease in the second quarter of 2013, with a specific date to be determined after the completion of a grid stability review by the Midwest Independent Transmission System Operator, Inc. (MISO). Upon completion of the MISO review, they stated their intention to provide a specific date for permanent cessation of operations to fulfill requirements for a Certification of permanent cessation of operations, as expressed in 10 CFR S0.4(b)(8). Based on this recent development, the NRC has decided to suspend the review of the licensee's December 12, 2011, submittal because the proposed Inspection Plan is no longer applicable for the reactor vessel that is scheduled to be decommissioned. If this situation should change in the future, NRC would restart this review under a new TAC.
