SUBJECT:

REVIEW 0F GRAND GULF TECHNICAL SPECIFICATIONS IN THE RETS AREA RELATIVE TO YOUR MEMO 0F APRIL 25, 1984 l

DSI/RP staff has reviewed the MP&L TSPS concerned with the RETS enclosed with your subject memo and with the MP&L submission dated April 9, 1984.

Our con-cerns with thy >gresent GGNS RETS were originally documented for DL in two transmittals.

MP&L has addressed the items in these two transmittals to varying degrees in their TSPS Items 036, 085, 086, 087, 088, 089, 090, 091, 092, 093, 105, 190, and 225. Although MP&L considers most of these items to involve consistency with current NRC guidance with a medium to long term priority (20 or E) as summarized in TSPS 249, DSI/RP concerns go deeper than this. Thus, the TSPS denoted above do not adequately resolve DSI/RP concerns in the RETS area.

With our memos, 2, we provided marked up T/S pages with acceptable wording l

to permit quick turnaround by the licensee for T/S changes. We are concerned that if the problems recorded in our memos remain unresolved the licensee and the Regional office may have difficulty with routine inspections.

Therefore, our position _is that all Category 1 items of Ref.1 and all the items of Ref. 2'shouldle' corrected according to our mark-up sheets by at least August 1,1984. The optional Category 2 items of Ref.1 would be handled on the211censee's pffority schedule, i
