Dear Mr. Larsen:

This refers to the inspection conducted May 11-13,1998, at your site near Cushing, Oklahoma.

' The purpose of this inspection was to determine whether activities authorized by NRC Special Nuclear Materials License SNM-1999 were conducted safely and in accordance with NRC requirements. The enclosed report presents the results of that inspection.

The areas reviewed during this inspection included decommissioning and quality assurance.

No violations or deviations of regulatory requirements were identified during this inspection.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its enclosures will be placed in the NRC Public Document Room (PDR).
