KERR-MCGEE CORPORATION - AMENDMENT N0. 1 (T0 LICENSE NO. SNM-1999)

REQUEST FOR RADIATION SAFETY OFFICER-

Dear Mr. Stauter:

In a letter of August 26, 1993, Jeff Lux submitted an amendment request for License No. SNM-1999, that Mr. Terence Moore be designated as the Radiation Safety Officer (RS0), responsible for licensed material at Kerr-McGee's Cushing site.

j NRC staff has reviewed Mr. Moore's qualifications to be R Q and finds them acceptable to allow him to be responsible for all licensec, material under this license.

The NRC staff is, therefore, making the following requested license changes:

11.1.

The Radiation Safety Officer for this license is Mr. Terence Moore.

II.K.

Except as specifically provided otherwise in this license, the licensee shall conduct its program in accordance with statements, representations, and conditions contained in letter dated September 15, 1992, as supplemented on December 18, 1992, j

January 14, 1993, February 23, 1993, and August 26, 1993.

All other conditions of the license shall remain the same.

i NRC staff has considered the potential for environmental impact of the license modifications and has determined that the amendment will not result in any i

significant environmental impact. Having made this determination, we have further concluded that the amendment involves actions which are administrative, organizational, and procedural in nature and, as provided by j

the categorical exclusion ~of 10 CFR 51.22(c)(11), an environmental assessment need not be prepared in connection with the issuance of this amendment.

This a,nendment does not involve significant new safety information of a type that differs from any evaluated by a previous. Commission safety review.

It does not involve a significant increase in the probability or consequences of an accident, does not involve a significant hazards consideration. We have also concluded that this amendment of the license will not be inimical to the common defense and security or to the health and safety of the public.

The revised License No. SNM-1999, which incorporates Amendment No. 1, is enclosed.
