NRC INSPECTION REPORT 70-3073/93-01 This refers to the special, initial inspection conducted by e

Messrs. Wesle; Holley and Robert Evans of this office on August 18-19, 1993.

The inspection included the familiarization of an inspector new to the Cushing, Oklahoma, site and a review of activities authorized by NRC Special Nuclear Material License SNM-1999. At the conclusion of the inspection, the findings were discussed with members of your staff. The enclosed NRC Inspection Report 70-3073/93-01 documents this inspection.

The inspection was an examination of activities conducted under the license as they relate to radiation safety and to compliance with the Commission's rules and regulations and the conditions of the license. The inspection consisted of selective examination of procedures and representative records, interviews with personnel, thorough site tours, independent measurements, and observation of activities in progrets.

As described in the attached inspection report, we have determined that your procedures to support decommissioning were less than adequate and require additional attention. High quality procedures are needed to ensure that your activities are well controlled and to ensure the health and safety of the public are protected.

In acccrdance with 10 CFR Part 2.790 of the NRC's " Rules of Practice," a copy of this letter and its enclosure will be placed in the NRC Public Document Room.
