On September 23, 2021, the U.S. Nuclear Regulatory Commission ( NRC) completed an inspection at Edwin I. Hatch Nuclear Plant Units 1 and 2 and di scussed the results of this inspection with Mr. J. Weissinger and other members of your sta ff. The results of this inspection are documented in the enclosed report.

No findings or violations of more than minor significance were identified during this inspection.

Enclosure SUMMARY

The U.S. Nuclear Regulatory Commission (NRC) continued monitori ng the licensees performance by conducting a security baseline inspection at Edw in I. Hatch Nuclear Plant Units 1 and 2, in accordance with the Reactor Oversight Process. The Reactor Oversight Process is the NRCs program for overseeing the safe operation of commerci al nuclear power reactors.

INSPECTION SCOPES

Unless otherwise noted, baseline security inspections were cond ucted in accordance with the appropriate portions of the inspection procedures (IPs) in effe ct at the beginning of the inspection. Samples were declared complete when the IP require ments most appropriate to the inspection activity were met consistent with Inspection Manual Chapter 2201, Security Inspection Program for Commercial Nuclear Power Reactors. The inspectors reviewed selected procedures and records, observed activities, and inter viewed personnel to assess licensee performance and compliance with Commission rules and r egulations, license conditions, site procedures, and standards. 71130.09 - Security Plan Changes

The inspectors evaluated the security plan changes through comp letion of the following procedure elements:

(1) Since the last NRC inspection of this program area, Securit y Plan Revision 18 HNP was implemented based on your determination, in accordance with 10 CFR

50.54(p)(2), that the changes resulted in no decrease in safegu ards effectiveness of the security plan, and that the revised security plan changed c ontinues to meet the requirements of 10 CFR 73.55(b). The inspectors conducted a rev iew of the security plan changes to evaluate for potential decrease in safeguards e ffectiveness of the security plan. However, this review does not constitute formal NRC approval of the changes. Therefore, these changes remain subject to future NRC inspection in their entirety.

INSPECTION RESULTS

URI Security URI 71130.05 URI 05000321,05000366/2019201-01 Description: A URI was identified for whether the licensee ade quately analyzed site-specific conditions that may affect the specific measures needed to desi gn and implement the sites physical protection program. NSIR completed their review of the analysis the licensee sent to close the URI. Based on NSIR's review of the licensee's analysi s the equipment in question can withstand the Design Base Threat (DBT) Waterborne Improvise d Explosive Device (WBIED). No findings or violations were identified.

Corrective Action Reference(s): Licensee furnished an analysis to NSIR showing the equipment in question could withstand the DBT WBIED. No additio nal corrective actions were needed.
