2. Proposed Guidance for Correction of Technical Specification Typographical Errors, SECY-96-238, November 19, 1996 Ladies and Gentlemen:

This letter requests Nuclear Regulatory Commission (NRC) approval of a correction of an omission in the Hatch Nuclear Plant (HNP) Unit 1 Technical Specifications (TS).

This omission occurred during the processing of License Amendment 266 for HNP Unit 1 (Reference 1), where the Note preceding surveillance requirement (SR) 3.7.6.1 was inadvertently omitted. The omission was neither addressed in the notice to the public nor reviewed by the NRC, and thus fall within the scope of the guidance provided by SECY-96-238 (Reference 2).

Hatch Nuclear Plant Unit 1 Correction of Technical Specification Omission to NL-24-0089 Description of Technical Specification Omission to NL-24-0089 Description of Technical Specification Omission Page E1-1 1.0 REQUESTED ACTION Consistent with the information contained in SECY-96-238, Southern Nuclear Operating Company (SNC) is requesting correction of an omission that was inadvertently introduced into the Hatch Nuclear Plant (HNP) Unit 1 Technical Specifications (TS). The marked-up TS pages included in the original application for license amendment were correct (ML103140510). This omission occurred during the processing of License Amendment 266 for HNP Unit 1 (ML11108A129), where the Note preceding surveillance requirement (SR) 3.7.6.1 was inadvertently omitted. The requested correction is intended to restore the affected page to the condition intended by the amendment application.

2.0 TECHNICAL SPECIFICATION OMMISSION The specific details of the omission are as follows:

HNP Unit 1 TS page 3.7-17 Amendment No. 266 approved changing the frequency of SR 3.7.6.1 from 31 days to In accordance with the Surveillance Frequency Control Program. The marked-up TS page 111 of 982 of the request for license amendment as shown below:

The Note preceding SR 3.7.6.1 was present in the marked-up page above as well as the clean-typed version of the page below (see page 394 of 982 of request for license amendment):

However, although SNCs request for license amendment did not request deleting the note preceding SR 3.7.6.1, the clean page issued with the HNP Unit 1 amendment 266 omitted the note. The omission was apparently introduced in the process of issuing the TS page in the license amendment.

The omission described above were neither posted in the public notices nor were they reviewed by NRC as part of the license amendment process. Therefore, they may be corrected without a license amendment.
