In accordance with 10 CFR 50.54(q)(5) and 10 CFR 72.44(f), Southern Nuclear Operating Company (SNC) hereby submits descriptions of changes to the emergency plan and a summary of the analysis demonstrating that the changes do not reduce the effectiveness of the plan. The emergency plan continues to meet the requirements in 10 CFR 50 Appendix E and the planning standards of 10 CFR 50.47(b). A description of the changes and a summary of the 50.54(q) analysis is enclosed.

Description of Emergency Plan Changes and Summary of 50.54(q) Analysis

On May 9, 2024, Southern Nuclear Operating Company (SNC) implemented Version 9.0 of the SNC Standard Emergency Plan (EP) Annex for Hatch Nuclear Plant (HNP) Units 1 and 2. The changes updated the footnotes below the operating modes table presented in the SNC Standard EP Annex for HNP Units 1 and 2.

SNC has written a 50.54(q) evaluation for these changes and has concluded that the change does not result in a reduction in effectiveness. The operating modes table presented in the SNC Standard EP Annex for HNP Units 1 and 2 is sourced from Technical Specifications Table 1.1-1 MODES, which was modified with the issuance of HNP Units 1 and 2 license amendment numbers 322 and 267, respectively.

These changes were evaluated in accordance with 10 CFR 50.54(q)(3), and SNC determined that the changes do not reduce the effectiveness of the SNC standard emergency plan and site-specific annexes. The SNC emergency plan continues to meet the requirements in 10 CFR 50 Appendix E and the planning standards of 10 CFR 50.47(b).
