SUMMARY

OF FEBRUARY 27, 2024, PRE-SUBMITTAL PUBLIC MEETING WITH PSEG NUCLEAR LLC TO DISCUSS FUTURE AMENDMENT REGARDING IMPROVED TECHNICAL SPECIFICATION CONVERSION (EPID L-2024-LRM-0020)

On February 27, 2024, a virtual observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of PSEG Nuclear LLC (PSEG or the licensee). The purpose of the meeting was to discuss with PSEG on upcoming future license amendment request (LAR) regarding improved technic al specification (ITS) conversion for the Hope Creek Generating Station (Hope Creek). The meeting notice and agenda, dated February 13, 2024, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML24044A094. A list of attendees is enclosed.

The licensee presented information from the slides contained in ML24052A390 to provide overview and project description and aspects of LAR development.

During the presentation, the NRC staff provided the following statements:

The NRC staff stated that TSTF-425, R elocate Surveillance Frequencies to Licensee Control-RITSTF [Risk-Informed TSTF] Initiative 5b, has been incorporated and adopted for Hope Creek, which is for an 18-month cycle and asked any impacts of TSTF-425 for 24-month cycle. PSEG responded that the improv ed technical specifications (ITS) will make a reference to the Surveillance Frequency Control Program (SFCP) and justifications for any extended surveillance frequency to 24 months will be done through the 24-month fuel cycle (24MFC) amendmen t. In parallel submittals of the ITS conversion and 24MFC amendments, the NRC staff asked whether the 24MFC amendment mark-up pages will be based on ITS or current technical specifications (CTS). PSEG stated the mark-up pages will be based on CTS. The NRC staff suggested that it would be worth considering in preparing the 24MFC amendment as a follow-on based on ITS in place. PSEG will investigate how the mark-up TS pages of 24MFC submittal will impact the ITS submittal.

The NRC staff stated it would be helpful in NRC staffs review if justification for each change and its applicability to Hope Creek is provided for any approved travelers not referenced in ISTS NUREG-1433.

The NRC staff suggested to utilize the lessons learned from the previous ITS conversion submittals. PSEG responded that an audit process may be used to respond to staff questions and determine request for additional information (RAIs) from the audit.

Another review process may utilize a database to provide answers to questions in real time during the staff review and develop RA Is. PSEG will discuss the review process internally and inform its determination to NRC. PSEG subsequently aligned on utilizing the database to support the ITS LAR review consistent with previous ITS submittal reviews.

The NRC staff did not make any regulatory decisions or commitments at the meeting. There were no members of the public in attendance.
