Dear Administrative Judges:

By means of this letter I am forwarding to you a signed stipulation and proposed Licensing Board Order to which-the parties have agreed as settle--

ment of all matters in dispute concerning the license renewal proceedings pending before you. Among other things, the parties agreed to propose that the Licensing Board pennit withdrawal of the application to renew and, therefore, allow tennination of facility license R-71 and essentially trans-fer all present license authorizations, conditions and requirements into the proposed Order. The proposed Order would thus authorize continuing posses-sion of the reactor and byproduct material for the period of time proposed for dismantlement and impose requirements for the safe maintenance of the facility and materials pending dismantlement. This order would _ satisfy the staff's concern about the need for continuing authority in UCLA to possess and safely maintain the reactor and byproduct material until dismantlement-as expressed in the July 2,.1984 staff response to.UCLA's request ~to with---

draw its-license renewal application. The parties anticipate that any further necessary authorizations for the possession of byproduct materials beyond the-period specified in the proposed Licensing Board Order would be.
