APPROVAL OF AMERICAN CENTRIFUGE OPERATINGS LICENSE AMENDMENT REQUEST TO REVISE ITS SECURITY PLANS (ENTERPRISE PROJECT IDENTIFIER L-2022-SPR-0005)

Dear Kelly Fitch:

By letter dated April 7, 2022 (Agencywide Documents Access and Management System Accession No. ML22102A139), American Centrifuge Operating (ACO), a wholly owned subsidiary of Centrus Energy Corp. (Centrus) requested review and approval for the proposed changes to the ACOs revisions to three Standard Practice and Procedures Plans (SPPPs) for the protection of classified matter at the facilities located in Piketon, Ohio; Bethesda, Maryland; and Oak Ridge, Tennessee; and to the ACOs revisions to the physical security plan (PSP) for the American Centrifuge Plant (ACP) in Piketon, Ohio. By letter dated April 13, 2023 (ML23108A062), ACO supplemented the three SPPPs.

The U.S. Nuclear Regulatory Commission (NRC) staff has completed its review of the April 7, 2022, request, and its April 13, 2023, supplement. The details associated with the review are documented in the enclosed non-public safeguards evaluation report.

In accordance with Title 10 of the Code of Federal Regulations, Part 2 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter and enclosure 3 will be available electronically for public inspection in the NRC Public Document Room (PDR), or from the Publicly Available Records component of the NRCs ADAMS. The PDR is open by appointment only. You may submit your request to the PDR via email at PDR.Resource@nrc.gov or call 1-800-397-4209 between 8:00 a.m. and 4:00 p.m. (EST), Monday through Friday, except Federal holidays. Enclosures 1 and 2 to this letter contain sensitive, unclassified information, and are therefore deemed Official Use Only - Security-Related Information. Enclosures 1 and 2 transmitted herewith contain sensitive non-public information.

When separated from the sensitive conditions in the enclosures, this document and enclosure 3 is decontrolled.
