SU JECT: TELEPEONE CALL FROM JOE VARELA (707/527-7764)

On October 17, 1978, Joe Varela called me. Varela is a former NRC employee who previously had worked in Region II when I was director of Region II.

Varela stated he called with regard to the Brownlee matter before the Hearing Board. He stated that he was considering writing the Board concerning his relationships with Brownlee when he was an employee of Region II. Varela said that Brownlee had Varela change some infomation in an inspection report. According to Varela this i caused some dispute. It was Varela's understanding that the

- current matter before the Board involves Brownlee changing

! inspection reports. I told Varela that I thought the current .

matter related to hearing testimony but I was not current on the investigaticn lookins into the matter.

l- Varela stated he and Brownlee also had a dispute relating to Georgia Power Company.
