SUBJECT:
ADMINISTRATIVE CLOSURE OF CASE NO. A2-90-011 On June 13, 1990, the Office of Investigations (01) was requested to assist the Vendor Inspection Branch regarding possible counterfeit electrical components shipped to Shearon Harris Nuclear Plant. Subsequent testing by the manufacturer confirmed the components had been altered mechanically without authorization. As a result of this inspection, your office requested that 01 investigate the circumstances surrounding the refurbished ebetrical relays.
This assist to inspection is being closed and a full investigation will be initia.2d.
In view of the fact that a report will be provided at the conclusion of the investigation, no report will be issued regarding the assist.

Dear Mr. Thompson:
It has come to our attention that some Potter & Brumfield relays which we sent to you may have possibly been used or used surplus.
We have also been informed that these units are for use in a Nuclear Power Plant.
We were not aware of this until after the shipment had been made.
It is not and has not been our intent to handle used or used surplus items.
We would like to exchange these units for new units with traceability.
We realize that the original requirement was for commercial grade and that traceability was not required, however that would be the only thing we would intend to supply to the Nuclear Industry.

14141 06/04/90 Please check into this as soon as possible and let us know your findings on these so we may replace these units as soon as they are available from the factory.
We were trying to perform a good service by finding these units and having them dropped shipped to your plant to help them in what we were told was an emergency.
Normally these units would come direct from the manufacturer and have full traceability.
We apologize for any inconvenience this may have caused and will appreciate your help in allowing us to replace these units.
