Shearon Harris Nuclear Power Plant Workforce Currently 4,808 total at the site (CP&L + contractors). Target for operations (by 1987): 485 CP&L 'and 424 contractors Workshifts Harris plans to have 5 shifts. The rotation will allow every fifth week to be utilized for training or other operations tasks. Date of next scheduled exam: 9/87 with 8 SR0 applicants NOTE: A plant simulator was not on site at the time the 11/85 exams were administered; therefore, the simulator exams were waived for this group of applicants.

The exams administered in 5/86 included a simulator exam (simulator on site and now operational). Due to the high simulator failure rate from the 5/86 group (a pass rate of only 68%), Region II decided to administer simulator exams to those issued operator licenses from the j

11/85 group. Of this group (11/85), 16 simulator exams were adminis-tered during the week of 9/22/86. Test results are not yet available.

The remainder of the 11/85 licensed operators will be administered simulator exams during the next month or so.

Shearon Harris Nuclear Power Plant Plant Simulator, located at Harris Energy and Environmental (E&E) Center (14 miles from site) and operational in January 1986 Systematic Assessment of Licensee Performance (SALP)

A SALP review was conducted for the period of May 1,1984 through October 31, 1985 and a report issued on January 15, 1986. A copy of the report is attached. A prelicensing SALP is in progress with an ending date of July 31, 1986.

Full scale drill 5/18/86 Similar drill scheduled 10/28/86 Emergency Response Facilities (ERF)

Emergency Operations Facility (EOF) - located in E&E Center Technical Support Center (TSC) - located in Fuel Handling Building Operational Support Center (OSC) - located in Service Building The 1985 full scale exercise demonstrated the functioning of these facilities.

Plant Status The site was initially planned for 4-units, but is now a single unit site.

The plant is 98% complete. Major construction work remaining involves cable and conduit installation, cable termination, installation of fire wrap and sealing of penetrations. ESF testing is the major remaining preoperational test. The site has successfully completed cold hydro, hot functional testing, integrated leak rate testing and fuel receipt. The applicant's estimated fuel load date is September 1986, but Region II believes a mid-October date to be more realistic.

Region II is reviewing a cable separation problem which also impacts QA/QC effectiveness and which must be resolved prior to fuel load.

Shearon Harris Nuclear Power Plant Public Issues An intervenor group, Chatham Coalition for Alternatives to Shearon Harris (CASH) is active in the area and has specifically questioned the adequacy of the Emergency Response Plan.
