RELIEF REQUESTS FOR THE INSERVICE TESTlHG PROGRAM, SOUTH TEXAS PROJECT, UNITS 1 AND 2 (TAC NOS. M83398 AND M83399)

By letter dated May 7, 1992 (ST-HL-AE-4076), Houston Lighting & Power Company submitted relief requests for several items identified by the NRC staff in our March 19, 1992 evaluation of the Inservice Testing Program (IST) for the South Texas Project. The relief requests submitted were: RR-51 (Unit 1) and RR-46 (Unit 2) for the inclusion of cold shutdown position into the IST program; RR-50 (Unit 1) and RR-45 (Unit-2) for valve stroke trending; and revision 1 to relief requests RR-7 and RR-6 for Units 1 and 2, respectively, regarding allowable ranges for vibration velocities for pump testing.

In rulemaking that was effective September 8, 1992, (57 FR 34666), the 1989 Edition of ASME Section XI was incorporated into 10 CFR 50.55a(b).

Accordingly, we have determired that the relief requests are covered by that rulemaking and no further approvals are necessary. The details of our evaluation are contained in the enclosed Safety Evaluation.
