This report is provided in accordance with the PBNP Fire Protection Evaluation Report, which l requires the submittal of a special report if an inoperable fire barrier is not restored to operable !
status within seven days. This report describes the discovery that two different fire doors were I inoperable for periods greater than seven days. Compensatory measures were implemented in accordance with fire protection program requirements during the time that the barriers were inoperable. This report also describes restoration of the fire barriers.
No new commitments are established in this report.

- II ~ Attachment to NPL 98-0209 March 30,1998 Page1 This report is submitted in accordance with the PBNP Fire Protection Evaluation Report (FPER)
Section 7.2.2.5, "Reportability," that r%uires a special report when specified fire protection features or equipment are inoperable in excess of program requirements. As required, this report includes a description of action (s) taken, the cause of the inoperability, and the plans and schedule for restoring the system to operable status.
Fire Door 148 - Actions Taken Fire Door 148 is a 3-hour rated fire barrier that would prevent the propagation of a fire between the Unit I containment facade and Elevation 26' of the primary auxiliary building (PAB). At approximately 1317 hours0.0152 days <br />0.366 hours <br />0.00218 weeks <br />5.011185e-4 months <br /> CST on February 20,1998, Fire Door 148 was blocked open to allow placement of rubber drain hoses through the doorway. The drain hoses were required to allow the safe continuous drainage of service water piping to the Unit I containment facade drain at Elevation 8'. Draining the service water piping has been necessary to support Unit I containment fan cooler maintenance and service water system modification actidties during the current Unit I refueling outage (U1R24).
When the door was blocked open, compensatory measures were implemented as required by the fire protection program. As documented in operator logs, hourly fire rounds of elevation 26' of the Ui containment facade and the PAB were immediately commenced and have been f
maintained continuously since that time.
PBNP FPER Section 7.2.2.3.C.l.b.(;4) requires the submittal of a special report for an inoperable fire barrier not restored to operable status within seven (7) days. Because the work activities have required Fire Door 148 to be open greater than seven days, the door inoperability is being reported.
Fire Door 148 - Cause ofInonerability As described above, Fire Door 148 was deliberately blocked open to allow the safe, continuous drainage of service water piping to support maintenance and related modification activities. The p appropriate compensatory measure was taken nt th time the fire barrier was rendered inoperable.
Fire Door 148 - Plan and Schedule for Restoratinn Fire Door 148 will be restored to .:perable status when the subject drain hoses are removed from the doorway upon completion of the Unit I containment fan cooler maintenance and related modifications. These activities are currently scheduled for completion prior to May 15,1998. i Fire Door 140 - Actions Taken i
Fire Door 140 is a 3-hour rated fire banier which would prevent the propagation of a fire between the Unit 1 facade and the Elevation 8' of the PAB. At approximately 1822 hours0.0211 days <br />0.506 hours <br />0.00301 weeks <br />6.93271e-4 months <br /> CST on February 20,1998, fire door 140 was discovered to be inoperable due to a broken latch.
