UNIT 2 CONTAINMENT PURGE AND VENT SYSTEM NOBLE OAS MONITOR INOPER ABLE GREATER TITAN 30 DAYS l

Dear Mr. McMurtray:

This report notifics you that a radioactive gaseous ellluent monitor has been out of service for greater than 30 days. This report is provided in accordance with Technical Specification 15.7.3.B.2 which states,"if the channel is not retumed to an operable status within 30 days, the circumstances of the instrument failure and schedule for repair shall be reported to the NRC Resident inspector."

The Unit 2 containment purge and vent system noble gas monitor, RE-212, is listed in Table 15.7.3-2,

" Radioactive Gascous Effluent Monitoring Instrumentation." One channel is currently operable in accordance with item 4 in the table; however, this report is necessary since the inoperable channel has been out of service greater than 30 days.

Circumstances of the Instrument Fallure RE-212 was taken out of service on November 14,1996, for a repair on a solenoid valve which trips on a high radiation alarm. As part of the post maintenance testing, the system failed an in service pressure test. An effort was made to return the monitor to service within 30 days but was unsuccessful due to the necessary additional repairs on a failed pump and the subsequent re-testing of the system.

. PRI. %-0294 December 17,1996 Page 2 Schedule for Repair The P-707A pump requires repair, and the in-service test will be redone to assure the system is in operable condition. The repair and in service test are scheduled to be completed by December 20,1996.
