Dear Mr. Morey:

Your November 26,1996, letter submitted Westinghouse Topical Report WCAP-14750, "RCS Flow Verification Using Elbow Taps at Westinghouse 3-Loop PWRs," for our review and approval. The report discusses using reactor coolant system (RCS) cold-leg elbow taps to measure RCS flow as an alternative to using precision heat balance measurements for this purpose.

Based on our review of the Westinghouse report and your responses to our requests for

. additional information, we conclude that WCAP-14750 is acceptable for you to reference in Farley, Units 1 and 2, licensing actions. Our Safety Evaluation is enclosed. We will address approving WCAP-14750 for all 3-loop pressurized water reactors in a separate correspondence to the Westinghouse Owner's Group. Please contact me if you have any questions.
