JPN-98-005, NYPA letter to NRC, " Revision to Proposed Technical Specification Change (JPTS-95-004, inservice Leak and Hydrostatic Testing Operation)," dated February 6,1998.

Dear Sir:

On February 6,1998, the New York Power Authority submitted a Technical Specification Amendment (reference) to allow reactor coolant system pressure tests to be performed while remaining in the Cold Shutdown Mode. The Authority made a commitment to the NRC to submit this Technical Specification Amendment. The Amendment would have allowed unrestricted access to the primary containment for the performance of inspections and at the same time allow other outage activities on other systems to continue during the test. The proposed change was consistent with Special Operations Section 3.10.1,

" Inservice Leak and Hydrostatic Testing Operations," contained in Standard Technical Specifications (STS), NUREG-1433, Revision 1. After discussions with the NRC, the Authority is withdrawing the referenced amendment request. The Authority plans on //
