MEMORANDUM FOR: Harold R. Denton, Director Office of Nuclear Reactor Regulation FROM: Thomas E. Murley, Acting Director Office of Nuclear Regulatory Research

SUBJECT:

REQUEST FOR ENDORSEMENT OF THE FOREIGN LIAISON PROGRAM ON MARK II CONTAINMENT ISSUES Important research effort is underway in the Federal Gennan Republic (GKSS) and in Japan (JAERI) concerning venting of steam, through full-size vents, into water pool, simulating conditions in the Mark II Pressure Suppression Containment.

RES contributed in the formulation of the test matrix for the GKSS

( program. The JAERI facility features a full-scale sector of the Mark II L containment and both facilities were designed to study the mechanisms leading to condensation-induced oscillation and " chugging," and to quantify the induced hydraulic loads on containment walls and the vent pipes.

During FY80 RES has sponsored LLL staff to provide for a technical liaison between NRC and these two foreign research programs. The aim of this liaison is to (1) obtain test data, (2) facilitate their conversion into formats more suitable for their evaluation, and (3) to evaluate the l

information in the light of our current understanding of the technical j issues.

The NRR staff in the Containment System Branch and in the Gerieric Issues Branch have expressed a desire for continuation of this liaison. Its yearly cost amounts to about $300K.
