We regretted not being able to attend the fourth TAC ccoting on Septeder 16 j in Helsinki. We are sure, however, that we were ably represented by the j boani imaahar itr. R. Tedesco do attended on behalf of NRC. We have reviewed i the project transnittal of August 8 am! the budget revision of September 8.

! In view of the important decisions before TAC regan11ng the selection of i instrumentation, we hereby reiterate our position. '!his is the position a

that was discussed with Mr. Tadaura just prior to the meeting of'Septaber 16;

! it may be zwlevant for future consideration should issues be unresolved. -

or similar situations arise. -

We are strongly in favor of the IRE and 1.IT measurements in one of the downcomers as discussed in Dr. Sobottka's transmittal to TAC of August 8.

, Concerning the options discussed with GFR at your meeting in Karlsruim '

s l .on August 28, witracrummand _a suitable comprumise as to_ cost _ani- compliance - f j ( with your requirements /as long as 16th measurements are installed 7 &

l 'We further roer===i that both measurements be located in the same down-l comer channel. If an IRE measurement is considered in one of the vents, l it should be in addition to the above mentioned installation. It is

, important that a density deter.::imatica in the downer ==r will be available '

C to correspond with the velocity =aamrement in the same channel. h l' configuration of the downconer may have to be altered to achieve a shorter m i beam length and the sl=Liing of wate, from the downconer walls. Ttis - -

l alteration should be kept to a minimus to prevent occurrence of non-

[ uniform flow in the four downconer channels. If this can not be realised, one could consider changing the resistance al the r==aining three down-comers correspondingly.

  • We understani that the measurement of local oxygen content as it appeared under 4C-1-a in the TAC mimtes 3/75 is no longer considered. We are in agreement with this deletion, although we regret it.

With the infonnation avai1=hle to us to date, we are not able to assess in detail the seriousness of the present cost sittation. A significant cost reduction results fres: the elimination of the two-phase break flow measurement. Nevertheless, it is possible that this cost saving, I t l

cost escalation. If this were to be the case, we am.wid that instead of deleting soco of.the iu;crtant measurements the project consider -

rexlucing the duration of tha pruject throu;h the reduction of"the rurber of blowdowns, i It would appear for instance that blowdown !b.18 does not represent significantly different test conditions than t!e earlier runs 14 ani 16.

Thus the run Ib.18 muld be deleted at no great loss to the test results, i if by so doing important measurements could be performed in the remaining i tests. We offer this suggestion for consideration by the TAC at its future meeting, should the need arise.
