i ' since receipt of the October 22, 1981 memorandum. We agree that the LLL program is not critical to licensing activities. The second phase of the JAERI modal tests, conducted by Agbabian Associates for LLL, will be i of sane value. These tests, along with the first phase of the Agbabian j modal tests that have already been conducted, will provide fluid-stmeture j interaction infonnation which could prove useful if future load refinements

, are proposed by owners of Mark II facilities.

for the A-8 Unresolved Safety Issue, since this issue is now resolved.

It is our understanding that the JAERI Mark II facility will not be decommissioned for at least another two years. By that time, most Mark i

II OL licensing activities should be complete and the need, if any, for additional JAERI modal tests should be apparent.

The primary purpose of the LLL program was to provide the USNRC with the results of confinnatory research applicable to the validation of ad-vanced contafrunent codes and the licensing of U. S. Mark II BWR power

plants. The liaison efforts included

This program has fulfilled its purpose. Consequently, with the recent closure of the Mark II pool dynamic loads program (USI A-8) and the anticipated closure of the Safety Relief Valve program (USI A-39) in December 1981, there is no critical need for the above efforts. A few items of the subject program that are of interest to us can be handled within the NRC in a more cost effective way as follows:

The limited liaison with JAERI and GKSS to follow the remaining tests should be transferred to Dr. Lee of the Analysis Development Branch, RES.

Translation of the JAERI-CRT and GKSS test reports should be handled through translation services directly available to NRC.

In summary, considering the cost reducing efforts currently underway at the NRC and the closure of the A-8 and A-39 programs, I would agree that the LLL foreign liaison program should be eliminated.

THE FOLLOWING TASKS ARE TO BE PERFORMED AS A CONTINUATION OF THIS PROGRAM:

1. GENERATE DATA REPORTS FOR EACH TEST AND DISSEMINATE TO DESIGNATED ORGANIZATIONS PER NRC INSTRUCTION. .  ;
2. PROVIDE TECHNICAL EVALUATION OF THE TEST DATA AND DEVELOP A MORE [

j FUNDAMENTAL UNDERSTANDING OF THE STEAM VENTING PHENOMENA. TECHNICAL '

l EVALUATION OF ALL TEST RESULTS SHOULD BE PLACED IN THE CONTEXT OF

RESOLVING OUTSTANDING LICENSING ISSUES.

i - 3. PERFORM OTHER LIAISON ACTIVITIES WITH THE JAERI, GKSS, AND KU0SHENG TEST PROGRAMS PER NRC INSTRUCTION. .

4. DATA REPORTS TO BE PROVIDED FOR EACH TEST. PROGRESS REPORTS TO BE PROVIDED TO NRC TECHNICAL MONITOR ON MONTHLY BASIS.
5. THOSEJAERI,GKSS,ANDKU0SHENGREPORTS(ANDTHEIREVALUATIONS)THAT l ARE DESIGNATED PROPRIETARY SHALL ONLY BE DISSEMINATED TO NRC. THE l APPROPRIATE CARE IN HANDLING SUCH REPORTS MUST BE EXERCISED BY THE CONTRACTOR WHILE PROCURING TRANSLATIONS.  ;
