FY 1982 PROGRAM ASSlHPTIONS FOR LAWRENCE LIVERMORE NATIONAL LABORATORY (LLL)

Based on the enclosed FY 1982 program assumptions. Lawrence Livermore National Laboratory is requested to prepare seven copies of the FY ,,

1982/83189's by August 9.1981. These 189's will describe the expected accomplishments, schedule, requested funding, and include a list of capital equipment with a priority assignment. The 189's are considered both in tems of the FY 1982 work orders and for allocating the RES Budget for FY 1983. The FY 1982 resources are only planning estimates subject to appropriation and other agency program requirements. A new form 189 for use by all DOE laboratories has been drawn up by NRC and DOE headquarters staff with consultation with the DOE field offices.

This is being printed and should be distributed by Mr. Barber's office within the next week. An example is enclosed. When possible the new fom should be used.

The final FY 1982/83189's are due after receipt of FY 1982 funding and should include a listing of all technical reports published during FY 1981. The report listing will include report number, title, date, author (s), and date published. A listing of specific reports that will be mblished during FY 1982 should also be included. including title, aut1or(s), type of report (quarterly, progress, or data), and estimated date of publication. This listing should include NUREG reports but not include papers planned for technical journals, papers to be presented at technical symposia. listing of monthly highlights, or administrative reports. .

i GENERAL INSTRUCTIONS JUSTIFICATION FOR PROGRAM SUPPORT i

(' This is an explanation for Program Support to be submitted by contractors engaged

in Nuclear Regulatory Research activities. This document is used basically by l technical personnel. The schedule should provide, where applicable, data described below.

l Instructions:

The instructions set forth below are provided as guides. It is recognized that in 1

! certain areas of research and development it will not be appropriate to follow these 1 l guides precisely.

Items:

l l 1. The objective should be written by the principal investigator and describe the project or work effort in specific terms. It is not intended that historical data be included. This should be a summary not to exceed 200  ;

words.

2&3. Describe briefly the actual results in FY 1981 and expected activities and

! results in FY 1982 and 1983. Description should provide reader with 4

sufficient information to evaluate the proposed effort in light of dollars i estimated with greater emphasis on detail in the current year. The initial i portion of the FY 1981,1982 and 1983 narrative should be a sumary of 200  !

l words or less, of the activities and results in the year. Include within I

the 200 words, major milestone activities that will provide a basis for the phasing and pacing of the work.

4. In those cases where the research and development is project oriented or -

l where task-type contracts are involved, description should cover period of i time to bring project to completion. In case of continuing research effort

' contracted for more than one year the total remaining years presently under contract should be described.

5. When it is known that similar work will be performed by the contractor or elsewhere with Government or private support, indicate the relationship.

This should be stated with a brief explanation of how the work is coordinated.

6. FY 1981-83 proposal should include a listing of all technical reports published during FY 1981 under the subject task or program. The report listing should  ;

include report number, title, date, author (s), and date published. A listing  ;

THE FOLLOWING TASKS ARE TO BE PERFORMED AS A CONTINUATION OF THIS PROGRAM:

THE CONTRACTOR WILL ACT AS THE NRC'S PRINCIPAL LIAISON FOR THE FULL SCALE

- STEAM CONDENSATION TESTS THAT ARE BEING PERFORMED AT THE JAERI TEST FACILITY IN JAPAN, GKSS FACILITY IN GERMANY AND KU0SHENG PLANT IN TAIWAN. THE CONTRACTOR WILL BE THE DESIGNATED U.S. RECIPIENT OF DATA GENERATED BY THESE TESTS AND WILL:

1. GENERATE DATA REPORTS FOR EACH TEST AND DISSEMINATE TO DESIGNATED ORGANIZATIONS PER NRC INSTRUCTION.
2. PROVIDE TECHNICAL EVALUATION OF THE TEST DATA AND DEVELOP A MORE FUNDAMENTAL UNDERSTANDING OF THE STEAM VENTING PHENOMENA. TECHNICAL EVALUATION OF ALL TEST RESULTS SHOULD BE PLACED IN THE CONTEXT OF RESOLVING OUTSTANDING LICENSING ISSUES.
3. PERFORM OTHER LIAISON ACTIVITIES WITH THE JAERI, GKSS, AND KU0SHENG TEST PROGRAMS PER NRC INSTRUCTION.
4. DATA REPORTS TO BE PROVIDED FOR EACH TEST. PROGRESS REPORTS TO BE PROVIDED TO NRC TECHNICAL MONITOR ON MONTHLY BASIS.
5. THOSE JAERI, GKSS, AND KU0SHENG REPORTS ( AND THEIR EVALUATIONS) THAT ARE DESIGNATED PROPRIETARY SHALL ONLY BE DISSEMINATED TO NRC. THE APPROPRIATE CARE IN HANDLING SUCH REPORTS MUST BE EXERCISED BY THE CONTRACTOR WHILE PROCURING TRANSLATIONS.
