We have received your letter of August 22, 1975, in which a meeting date for the next TAC meeting is set for September 16 in Helsinki, Finland.

We regret to inform you that we will not be able to attend this TAC

the following comments to be considered as the NRC position at the TAC meeting:

1. Incorporate the composition measurement of the vent flow by means of an infrared measurement method as described in the GfK letter to

the project of July 25, 1975. The preferred location for this measurement is in one of the vent pipes.

2. Incorporate velocity measurement in one of the downcomers by means _

of the radioactive tracer method as described in the GfK letter to the project of July 25, 1975.

These measureatents are in conformance with the TAC recommendation (bT and (clof June 26, 1975 (Section 4.C of the minutes) . We are of the .

opinion that item (a) of this section measurement of the oxygen content can be deleted. Measurement Nr2* will provide an indirect determination of air content.

In case the question of added cost should prove an obstacle to incorporating the above measurements, our position is that the funds available to the project from additional participation be applied to

It is apparent that the calculated costs for the above two measurements exceed the amounts scheduled in the agreement for measurements 4.2.2 and 4.2.3. Even if the amount set aside for the now deleted mass flow measurement at the break locations were to be applied to these two measurements, there still could be an added cost to the project. It is recommended that the funds availabic to the project from additional participation be applied to these measurements in preference to other areas of instrumentation where additional costs may accrue.

In reference to a letter of July 1,1975, from Mr. Thoren to Drr Sobattha,.,

we are of the opinion that the technical requirements on flow and concen-tration measurements that are offered for use by the project not be too severe. hhere GFK is concerned, sufficient assurance of success can be expected based on past contributions to the farvihen project.

We are of the opinion that requests for supporting data and backup information on the measurements m.3ntioned above, should be commensurate with the assurance of dependability and accuracy given by the project for all measurements. In this matter we refer to AppA, Section 1 of the Agreement on "Special considerations for satisfactory technical solutions."
