This is in msponse to your memo on the above subject, dated December 30,1980.

RES is proceeding with the necessary steps designed to inset the end goals specified in your meno. Specifically:

' ( 1. Thirty (30) SENS0 METRIC, flush mounted type pressure transducers are currently being waterpmofed and calibrated at LLL. They will be sent to JAERI during the 1st week of February,1981. This nimber of transducers includes seven spares.

2. LLL is preparing a letter specifying details of what needs to be f

mounted, where, and how. Our understanding is that JAERI technicians should be able to perfom installation per these instructions.

This letter will be mailed to NRC on January 26,1981, for RES and NRR review prior to its transmittal to JAERI. LLL has sent a telex to JAERI inquiring whether delivery schedules etc., would be acceptable. Dr. Nozawa asked LLL to send a detailed letter (sentioned above) to help JAERI decide if and what can be done, and on what schedule.

3. LLL will send two engineers to JAERI with the equigaent necessary for conduct of the " Hammer Test" needed for model analysis of the facility. This will take place after the February 11,1981 meeting in Bethesda, organized by NRR to arrive at a cosmon understanding of why and how this test and analysis should be performed.

Dear Dr. Shiba:

I would like to thank you and your staff for the friendly and open discussions with Professor Scanlan and myself during our visit during -

the week of October 13, 1980.

Enclosed are several Mark II related reports and letters to follow up on our telephone discussion of Friday, January 9,1981. I hope this information will help to clarify some of the questions that came up  :

during that discussion.

Dr. McCauley of Livermore notified me that he has had several discussions with your staff recently with regard to NRC/LLL providing JAERI with flush mounted pressure transducers and a program to conduct instrumented hammer tests of the JAERI facility. The Office of Nuclear Reactor Regulation fully supports this proposed effort by Livennore. We hope that JAERI will accept this assistance. While not necessary for our imediate licensing needs, these efforts could be of significant value in understanding Mark II multivent condensation oscillation (CO) and

, chugging phenomenon.

I must correct an error in our recent telephone discussion. Mr. Mac Davis of General Electric informed me that final copies of the Mark II owners reports are routinely forwarded to the Japanese Mark II owners but these reports are not currently sent directly to JAERI. He stated that they are waiting for JAERI management to sign papers stating that GE proprietary reports given to JAERI will not be forwarded to a third party. However, it was Mac Davis's opinion that you could request a copy of these reports from the Japanese Mark II owners, since you are directly involved in the safety review of Mark II plants in your country.

Let me know if I can be of any further assistance on this topic.

Enclosed is a draft copy of Supplement 2 to NUREG-0487 dealing with the Lead Plant Interim CO and Chugging Loads. We do not believe that our reference to the JAERI tests should provide you with any problems. Let us know if you see any difficulties. Our current schedule for printing Supplement 2 is February 13, 1981.

Shiba January 26, 1981 Also enclosed are several reports relating to Dr. Kukida's questions presented during our trip in October 1980 regarding discharge flow rates for a recirculation line break. In a future letter we plan to specifically address the questions provided in the November 14, 1980 letter to Mr.

Jack Kudrick. Mr. Kudrick had a heart attack early in November 1980.

We do not anticipate his return to NRC until this coming spring.

BNL is currently working on a revision to the NUREG-0487 diaphragm upload criteria; we will keep you infonned of our progress in this area.
