SUBJECT:

THE FOREIGN LIAIS0N PROGRAM AT LAWRENCE LIVERMORE LABORATORY (LLL)

Reference:

Memo from T. E. Murley to L. C. Shao dated 12/30/81; Subj: JAERI Mark II Containment Test Program The subject program was established in support of NRC Generic Technical Activity A-8 concerning Mark II containment pool dynamic loads. During FY 81, additional tasks were added to the program at your request (Ref.).

These tasks are: (1 to supply JAERI with 30 flush mounted type pressure transducers, and (2))to conduct modal tests and analyses on JAERI's Mark II containment pool dynamic test facility before and after the planned stiffening of suppression pool walls.

Task (1) and the first half of Task (2) are complete. The second part of Task (2) is to repeat the tests and analyses after the modification of the JAERI facility. This part of Task (2) is currently scheduled to be conducted in February 1982.

As a result of the cost reducing efforts currently underway at RES, we concluded that the subject program has in all likelihood served its purpose,consideringthatGenericIssueA-8hasbeensuccessfullyclosed.

Furthermore, in LLL s current proposal to extend the liaison pro ram into FY 82 and beyond, we notice that the projected cost to comp ete the above listed tasks has almost doubled (from that of March '81) and may rise still higher. This places on us an additional burden to justify continuation of the program. We would prefer to termminate the CONTACT: T. Lee 42-74275 RO -702 DR

total program.',' However, we may still be able to fund the r'emaining half of Task (2) by redirecting our resources and priorities if such a measure is absolutely necessary. We will appreciate your reasses ment of this need, and advice, as soon as praticable, if such information is still -
