Dear Mrs. Page:
We are currently developing, in conjunction with Argonne National Laboratory (A!1L), a training course for agreement State personnel on
" Inspection of Active and Inactive Radioactive Uaste Impoundments. The i course will be applicable to waste burial sites and uranium mill I tailings impoundments.
The objectives of the course are twofold: (1) to provide an inspector sufficient knowledge to detemiae if the confinement structures at operating facilities are functioning as described and engineered by the licensee and (2) to provide information and techniques for inspecting confinement structures following closure and stabliization, Rega rding this latter aspect it should be noted that the inspection findings will be used to trigger expenditure of sureties for repair or maintenance of the confinement systems as necessary. As part of the training program it is our desire to provide a field training session in a locality having a waste confinement structure which already has in place stabilization techniques, nonitoring programs and operational research activities which could provide a visible demonstration of several monitoring and study methods. Based on lir. John Kendig's visit to the Kentucky site last fall we believe that the site offers excellent opportunities for such observation.
We have discussed this possibility with Mr. Doyle Mills of your staff, who suggested we ask your approval in pemitting students of the course to visually observe operations at the Kentucky site. We expect about 15 students would participate. If you respond favorably to this request Dr. Michael Momeni of ANL and John F. Kendig (CHP) of my staff would like to visit the site sometime in the latter part of February or early Narch for the purpose of obtaining infomation to assist them in developing the course.

m' llc believe this is a very important training effort for state personnel; one that is needed because a nurnber of waste sites are expected to go into the reclamation phase is the not to distant future.
