Cmnent The Department has a radiological e:rergency response plan v/aich Wa5 prepared Severhl years ago and Work haS DOgun in updating tha plan.

1_tecnnendation We reccnnnnd tnat the updating of the plan be accomplished at an early date. Also, the revised plan should be submitted to the 130 for review and comrent prior to being finalized.

iLament We note that the Kentucky radiation control regulations were revised and adopted on February 5, 1975. We also note that these newly revised regulations are available to radioactive traterial licensees through the Kentucky Administrative Register and Kentucky Recula-tions Service. Iloeever, we understand these regulations are being printed in a bound book fom as part of a complete four-volume set of all Kentucky regulations without the provision to nake periodic revisions to sections of a particular regulation as may become necessary from tine to tima.

Reccmendation Considering the bound book method of printing the regulations, we reemnond that a mathod be devised which would allcw the Departrent to amend indi,vidual secticn of the newly adopted regulations, as necessary.

It should also allcw a licensee access to the regula-tions for which he is required to abide without the requirement to procure the four-volt:m set.

Cannent As a result of our previous review conducted in December 1974, we rcccum2nded that the gaality of inspection reports could be further inproved by structuring the report to doctnent all areas covered and discussed during the inspection. j Feccanendatio:3 We rocamtend that a structured font.at fcr inspection reports, as discussed above, be developed and included in the inspection and enforce:nant instructions and infornetion books which have baen issued to the radiation control staff. Tne instructions should also 2nclude the documentation of the status of previous deficiencies.
