Frank Schroeder,' Acting Director Division of Techn,ical Review TECHNICAL ASSISTANCE TO THE STATE OF KENTUCKY Governor Carroll of Kentucky has requested our assistance in reviewing.

information regarding conditions at the low level commercial waste burial facility located near Mazey, Flats, Kentucky. There has been substantial I

publicity in the press about the site and charges by a former State l

employee over tSe health and safety aspects of the site and that the State l

has not done an adequate job in regulating the licensee's operation. The l

publicity began when the State issued a' report on a six month special environmental study at the site in December 1974. That report concluded that the burial ground was contributing radioactivity to the environment,

)

that the activity detected does not create a public health hazard, and that further studies are needed to access the exact nature of conditions I

at the site. We believe that these conclusions are reasonable. However, Governor Carroll asked the NEC to conduct an independent review of the situation.

In order to implement this review sad to provide a broader. base of technical expertise for the review than exists on our staff, I would like to have one person from the Division of Technical Review with knowledge and experience in ground water hydrology and another with knowledge and experience in radiological assessment participate.

G. Wayne Kerr, Chief, Agreements and Erports Branch, will chair this review group. He has discussed this orally with Mr. Barold Denton and Mr. Jacob Kastner.

We anticipate this review will include a review of several existing docu-

mants in our files,, review of recent data collected by the State, and a visit to the site. Our target for completing the review and making recom-
