Enclosed is an environmental report of the radioactive waste disposal site located at Maxey Flats, Kentucky. As shown by the report, the data collected during the six month study demonstrates that the waste disposal facility is contributing radioactivity to the environment.

Although the levels of radioactivity detected do not represent a health hazard to the surrounding population, the levels of radioactivity do represent a potential for a health hazard.

In particular, sample station no. 13 which is on the facility site but in an unrestricted area has exceeded MPC for gross beta over the period of study.

Additional studies are needed to determine the long range significance of the radioactivity detected in the environment surrounding the site.

Studies l

are needed to detennine the following:

1.

Rate of migration.

2.

Mode of migration.

3.

Source of migration.

Additional information on the geology and hydrology of the site.

5.

Methods to restrict migration.

From a more general viewpoint the information obtained from such a study should provide sufficient data to enable the geological and hydrological modeling of the site for predicting the future acceptability of radioactive material for burial.

is planning to initiate and coordinate a broad study to determine the needed information identified above. The initial step in the performance of this further study is the formation of a study design grou that this group will perform the following functions:p.

It is anticipated 1.

General scoping of the study which will include:

Determining the type of study needed, a.

b.

Determining the timetable of the study.

Estimating the cost of the study.

c.

2.

Coordinating the activities of various participating groups.

3.

Advise the Department of the findings of the study.

The study should be invaluable in establishing procedures and mechanisms to evaluate other similar sites in the United States. Therefore, we are requesting that your Agency be represented on this study design group.

We feel that the expertise in waste management offered by your Agency is mandatory for the complete success of the study.

The first meeting of the design group is tentatively scheduled for I

February 18th through 20th in Frankfort, Kentucky.
