Mr. C. Leslie Dawson

~ 2he Secretary for Human Resources Commomaalth of Kentucky Frankfort, Kentucky 40601 Dear Hr. Dawsca I have baan asked to reply.to your May 13, 1975, letter to Robert C.

Seamans requesting EEDA t=ahnie4 and financial assistance in geologic and hydrologic studies at the UUC0 Maxey Flats cocmercial radioactive wasta disposal sita.

We are, of course, very interestad in all studies related to disposal.

of radioactive vastes by near-surface land burial, and did provida an EEDA representative at ena usating of your Environmental ;tudy Design Connittoa.

~

With regard to your specific roguest, va will continua to provide technical easistance to the Cot.aaonwealth of Kantucky, upon request, in area of mutus1 interest. Ikr.: ver, ve cr.nnot at this tima offsr financial assfacance for a number of roances:

1.

Some further evaluation 'oy EEDA of the need for all parts of the study'is warranted. In a letter dated February 21,'1975, to Charles M. Hardin of your Department of IIuman Easources, C. H..

Dely of EP.DA raicad sono questions regarding the report entitled

Six-Month Study of Eadiatice Concentrations and Transport Hochauisas at the Hazay Flats Area of Plening County, Kentucky."

Since this report is the basis for proposing further studies, our reservations st1U. need to be addressed. Also, in an April 11, 1975, letter to Eardin, Daly cow.enced on the extent of the proposed stucy and the priorities of the various eles:ents of the study. Your May 13, 1975, submittal reficcts no change from the study outline previously reviassed. Perhaps another anoting is in order to discua S these points and the gunstion of financial assistance trou n2ra.

~2-JUN 2 s 1975 2.

We understand that you cent sinilar requests to other Federal agencias, such as EPA, USC$ and ZiRC. We would require so:aa coordination with those other agencies regarding their interest in financial support of portions of the study before deciding if EEDA could provida financial support. Perhaps the best way to prococo this coordination would os to have all appropriate Federal agencica represented at the cecting propoced in it.en 2.

above.

I am sura that any of the intercated agencies would be willins to provide meeting space in Washington, D.C.. if you would coordinate the cacting.

3.

tie understand that the Nuclear Regulatory Comisalon recently

~ couplated an independent reviou of the Nasey Flats situation and is to submit a report to your Cov.arnor about the end of June 197$.

l Obviously, any finsi consideration of rederal support will nacd to take into account NRC's conclusions.

I would succest enat any rasting you arranca should allow ths various interested
