Dear Mr. Boger:

Generic Letter 86-14 requests that all licensees and applicants for operating licenses provide to the NRC a schedule for conducting operator licensing and requalification examin'ations through September 30, 1990.

No licensing examinations are planned for Humboldt Bay Unit 3. PGandE is in the process of decommissioning Unit 3 and placing the unit in the SAFSTOR mode for long-term storage. Along with the change to SAFSTOR, PGandE expects the new Technical Specifications, which will not require reactor operator (RO) or senior reactor operator (SRO) licenses to be in effect. However, since the SAFSTOR Technical Specifications have not yet been placed into effect, requalification exams will be administered in December 1986.

Because PGandE expects the SAFSTOR Technical Specifications to be placed into effect in 1987, there should be no need for requalification exams in 1987 to maintain R0 and SR0 licenses for 1988. In accordance with the SAFSTOR Decommissioning Plan, PGandE will maintain a recertification program.
