i SAFETY EVALUATION REPORT DAVIS-BESSE TRAINING FOR DIFFICULT TASKS
Background
In Item 5, Appendix C.4.1 of the Davis-Besse Course of Action, the licensee stated that during the June 9, 1985 event, operators had experienced difficulty with actions performed only infrequently. The licensee further stated that the INP0 Training System Development (TSD) process would be used to identify critical and difficult tasks that would require training.
- Subsequently, Question 29 of the NRC Request for Additional Information asked the licensee to provide a description of the training program for those tasks as developed according to the TSD process. In, response to that request, the, licensee has provided the following:

Evaluation The first item, listed above, references the lesson plans to the appropriate tasks. Lesson plans'are still being developed for 2 of the 13 tasks listed, i.e., " Serious Station Fire," and " Condensate Tube Leak." The remainder of -
the tasks are covered by full lesson plans or are listed under " Practical Requirements" which is a qualification c5rd system for hands-on tasks.

Items 2 through 9 are complete lesson plans. These were provided to comply with the request for descriptions of the training programs for difficult and/or irifrequently performed tasks selected for training. Each of the lesson plans included terminal learning objects, which in some cases were the same as the task statements. Also included were enabling objectives for each task. Most of the learning objectives contained conditions and standards.
Although the condition for many objectives was "without references" and the standard "according to approved procedures," many of the objectives stated more specific and detailed conditions. Well-developed learning objectives are required to meet the criteria for INP0's Training System Development model as well as most models based on a System Approach to Training.
The Title Sheet for each lesson plan lists courses, lesson titles, resource material for the instructor, instructional setting, student materials, and instructor and student references. The procedures related to each task are appropriately referenced throughout the lesson plans. The plans also contain
! cues for overheads, reference material, and in some cases, learning objective numbers. Emphasis points are noted in the margin for instructors.
l Item 10 and its attachments state practical requirements that were identified as needing additional training. All of the tasks must be completed prior to restart. The requirements apply to all licensed personnel, STAS, and non-licensed operators. Knowledge requirements for these practical tasks are incorporated into the classroom portion of the Restart Training Program. The task list also states whether the task is to be performad on the simulator, at the plant, or both. One requirement, resetting the AFP trip throttle valve, must actually be performed during hot standby conditions. This is consistent with the licensee's proposed course of action which states that
- this is the best way'to simulate the differential steam pressure conditions -
that would occur during an actual event.
Conclusions & Recommendations The materials provided by the licensee adequately answer Question 29 of the NRC Request for Additional Information. The lesson plans have been developed according to the INP0 Training System Development process and are written in such a way as to provide consistent training delivery. Item 6 Lesson Plan RES-0PS-006.00, "Draeger Gas Analyzer Use, Function, and Applicable Procedure Review," does not include standards in its learning objective, however. If the standards are to perform the tasks according to the applicable procedures, this should be stated. If Draeger Overhead 09 is used as handout material as indicated in the lesson plan, it should be clear enough to read.
