tACTUATION OF SEISMIC MONITORING INSTRUMENTATION.

This Special Report is being submitted to explain the. circumstances

surrounding:the declaration of an Unusual Event due to the actuation of

= seismic' monitoring instrumentation on 6/8/87 at 1407 CDT. Technical l Specification (T/S) 4.3.3.3.2 requires: ~"a report to be submitted when a

~

cseismic. monitoring instrument is actuated during a seismic event greater than or equal to 0.01g.". The: control room annunciator-alarm and

' subsequent, declaration of an Unusual Event were not'the result of

<seisniic activity. Thus, this event is not required to be reported per-T/S 4.3.3.3.2-but is; voluntarily reported..

.. . Maintenance activity near the detector was ongoing from 6/3/87 to E

jW ]6/12/87.. This has.been evaluated to be the most probable cause of the

? detector'actuations due.to previous annunciator alarms coming in on P,

16/3/87,-6/4/87 and 6/12/87. 'It was confirmed that no seismic activity

. occurred'on:those' dates, u

?The.following additional information is provided for the event on-

. _ .'06/08/871 On 6/8/87,.at 1407, a " Seismic Recorder On" control room O' fannunciator was. received in the control room. The " Seismic System l Triggered"' light on theLSeismic Warning Panel (SWP-300) was in alarm.

. .The plant was-in Mode 1:at:100% power. -

At 1414, the St.; Louis University Geophysical Observatory (SLUGO) was contacted;'the'0bservatory indic'ated thatithe: alarm was probably due to an industrialimine.biast in southern' Illinois.- At 1421, the.U. S.

L Geological Survey..(USGS) verified a seismic event-but could not confirm the cause' -At 1428, SLUGO classified the event as-an industrial mine blast by. nature'of the' shock! waves, although they could not be sure of

.the cause without further analysis.

Due'to the uncertainty.as to the cause of'the. alarm, an Unusual Event was declare'<at d 1435.1 The1Sta.te Emergency Management Agency

(SEMA);and'all four local authorities were contacted. The NRC Operations Center and the NRC Resident Inspector were also informed of-the Unusual Event.

At 1516, Mr. Sean Morrissey of SLUGO confirmed'that the seismic

h. , event registered at SLUGO was due to industrial mine blasting in the L

-vicinity of Ste. Genevieve, Missouri. The emergency was subsequently downgraded at 1517.

, Utility analysis of the seismic tape recordings was inconclusive.

-The tapes were sent to TERRA Technology Corporation for further analysis. This evaluation indicated that the mine blast should not have caused-an actuation of the seismic instrumentation.

4 Routine industrial mine blasting occurs on a frequent basis in 4

Missouri and' Illinois as recorded by SLUGO. This mine blasting has not caused previous seismic. triggers'at Callaway.

There was no effect on plant safety-related equipment.
