SPECIAL REPORT 87-06 ACTUATION OF SEISMIC MONITORING INSTRUMENTATION This Special Report is being submitted to explain circumstances surrounding the declaration of an Unusual Event due to the actuation of seismic monitoring instrumentation on 6/22/87 at 1424 CDT. Technical Specification (T/S) 4.3.3.3.2 requires a report to be submitted when a seismic monitoring instrument is actuated "during a seismic event greater than or equal to 0.01g." The control room annunciator alarm and subsequent declaration of an Unusual Event were not the result of seismic activity. Thus, this event is not required to be reported per T/S 4.3.3.3.2 but is voluntarily reported.

Equipment malfunctions are the probable cause of this actuation.

i This is based upon other recent occurrences of this type and the lack of l correlation between the receipt of the Callaway alarm and the activity detected by outside agencies. Further investigations are underway to determine an exact cause of the malfunctions. The following additional information is provided for the event on 6/22/87:

l EVENT CHRONOLOGY: (6/22/87) l 1424 A " Seismic Recorder On" control room annunciator was received in the control room. The plant was in Mode 1 - Power Operation at 99% reactor power.

1428 The U.S. Geological Survey (USGS) in Denver was contacted to investigate the event.

1431 The St. Louis University Geophysical Observatory (SLUG 0) was contacted.

1437 SLUGO confirmed that seismic activity had been detected but could i

not confirm the origin.

1438 Based on this information, an Unusual Event was declared.

1445 The USGS confirmed that seismic activity had been detected on instrumentation located at French Lick, Missouri, and Southern Illinois.

1459 The USGS called again stating that their instruments indicated probable quarry blasting in the area.

1531 The emergency was terminated after plant tours indicated no visible damage and after confirmation that seismic activity had not occurred at Callaway.

. SPECIAL REPORT 87-06 On 6/23/87, SLUGO was contacted to seek correlation between the time Callaway Plant's alarm was triggered and the times of the events l SLUGO detected on 6/22/87. SLUGO indicated that at 1415 on 6/22, their instruments detected a possible mine blast in Western Kentucky and at 1430 detected a possible earthquake at a very distant location. Utility 1 analysis of the event found that temporary strip chart recorders in place since the 6/8/87 incident (reference Special Report 87-05; ULNRC-1536) and secondary seismic monitoring " scratch pads" showed no abnormal seismic activity at Callaway Plant. Additionally, when the annunciator was received on the main control board, the seiemic recorder did not energize as expected.

There was no effect on plant safety-related equipment.
