On June 6, 1989, the staff met with the Tennessee Valley Authority (TVA or the licensee) at the NRC of fice in Rockville, Maryland to discuss the f'ndings of Inspection Report 89-10 dated May 15, 1989. Enclosure 1 lists the meeting participant Inspection Report 89-10 discussed the staff's followup inspection concerning the identification of flow discharge pathways for the safety-related Emergency Equipment Cooling Water system not being seismically qualified. The technical aspects of this issue were the subject of a previous NRC-TVA meeting recorded in NRC Heeting Summary dated April 3,1989. The licensee indicated that it did not plan to address technical issues at this meeting but rather respond to the inspection report's request for a management meeting to discuss problems with identifying and correcting conditicns adverse to qualit TVA first provided an overview of the corrective action problems identified prior to 1987 and the subsequent institution of a Condition Adverse to Quality Program (CAQ) at Browns Ferry. Enclosure 2 contains the slides used in the licensee presentatio The staff has previously raised concerns on the functioning of the CAQ program at Browns Ferry. Most recently, Inspection Report 89-10 identified concerns i about timeliness and thoroughness with which TVA dealt with the identification of non-seismically qualified clay pipe in the emergency core cooling water dis-charge flow pathways. TVA indicated that there has been improvement in time-liness in making operability determinations within tb TVA established time-frame. However, TVA also indicated that there are still problems in the timeliness of reporting and conducting generic issue reviews. TVA identified additional problems with timeliness in the establishment of corrective action plans and close-out/ verification. TVA noted that it continues to monitor the  !

adequacy of each element of the CAQ program and has concluded that the CAQ  !

program to date still satisfies the requirements of 10 CFR, Part 50, Appen- I dix B, Criterion XV Enhancements are underway for all areas of identified weaknesses discussed above. These include increased management attention, involving weekly escalation meetings and increased accountability, consolida-tion of generic reviews and reduction of backlcgs, and increased sensitivity to the change from the construction / modification mode to the operation mod !
