Dear Mr. Zaleman:

l FEMn Region I acknowledges the notification from NRC Headquarters of the proposed startup of Millstone Nuclear Power Station, Unit 3.

FEMA Region I has no objections or issues with Northeast Utilities or the Connecticut Office of Emergency Management conceming a finding of reasonable assurance in accordance with 44 CFR 350.

FEMA Region I evaluated a Plume Phase Exercise on August 21,1997, and an Ingestion Phase Exercise on October 8-10,1997, conducted by Northeast Utilities and the Connecticut Office of Emergency Planning. There are no issues or deficiencies that would affect the restart of Millstone Station, Unit 3. The conduct of both exercises resulted in identification of 10 areas requiring corrective action (ARCA). A demonstration of  ;

corrective actions for these ARCAs will take place at the next biennial exercise.

i FEMA Region I has coordinated with the Connecticut Office of Emergency Management, and they too have no issues with the proposed startup of Millstone NPS, Unit 3.
