MEMORANDUM FOR: J. Stolz, Director PWR Project Directorate #6 Division of PWR Licensing-B t FROM: Thierry Ross, Projer:t Manager PWR Project Directorate #6 Division of PWR Licensing-B ,

SUBJECT:

MEETINGWITHGENERALPUBLICUTILITY(GPUN)CONCEPNINGDEFERALOF '

CABLE TRAY SUPPORT MODIFICATIONS t

On August 22, 1986, a meeting was held in Bethedsa, Maryland, (Phillips Building, Room P-712) between GPUN and NRR. A list of attendees is enclosed.

The purpose was to discuss the licensee's desire to defer, or forgo, modifications of certain electrical cable tray and conduit supports based upon recently documented seismic experience data issued by the Seismic Qualification Utility Group (SQUG).  ;

i GPUN has identified, using license basis seismic analysis methodology, that several hundred supports will require additional upgrading due to increased loads caused by Appendix R work. Completion of Appendix R commitments is the i major critical path during the TMI-1 Cycle 6 Reload Outage scheduled to begin 11/86 and end approximately five months later. The licensee has determined this schedule would be severely impacted, delaying restart, if modification of i

r all identified supports is required to comply with Appendix R. GPUN is reauesting interim relief until the staff has completed its evaluation and established a license position concerning the use of seismic experience date i (USI-A46). Apparently, the licensee feels strongly that approximately 80% of  :

all supports would not need modification based on the SQUG submittal. The remaining 20% will require work regardless, i

The NPR staff is studying GPUN's informal proposal for consideration of l interim relief. In the meantime, additional information has been requested by the staff.
